December
15, 2006 Commission Meeting
The New Jersey Commission on Higher Education convened
at the Mary G. Roebling Building in Trenton on December 15, 2006.
Chairman Laurence M. Downes presided. Highlights from the meeting
include:

Chairman’s Report: Mr. Downes commented
on a successful December 7, 2006 conference for college and university
trustee members with Governor Jon Corzine, Treasurer Bradley
Abelow, and Economic Growth Chief Gary Rose.

Guest Speakers: Dr. George Heinrich and Mr.
Jim Golubieski reported on advancement of the Foundation of UMDNJ
and the university endowment.

Executive Director’s Report: Ms. Oates
commented on the trustee conference, articulation and transfer,
preparation for the fiscal 2008 budget, legislative hearings
on a potential merger of public research universities, the
Governor’s
Schools, workshops on the Higher Education Reauthorization issues,
and higher education’s role in preparing for Fort Monmouth’s
closure.

Presidents’ Council Report: Dr. Yaw
provided an overview of the December Presidents’ Council
Executive Committee meeting and referenced recent grants from
the Department of Labor to Cumberland and Gloucester County
Colleges.

Long-Range Plan Update: Dr. Oswald reviewed
work on the 2006 update of the plan, and Commissioners provided
suggestions for enhancement and additions in preparing a full
draft.

Adoption of Fiscal 2008 Budget Policy Statement: Mr.
Downes and Dr. Yaw commented on the Commission’s budget
policy statement and the Presidents’ Council’s
Statement of Needs.

Adoption of Distance Learning Regulations: The
Commissioners unanimously adopted amendments to the licensure
regulations, regarding distance learning and other modes of educational
delivery.

Adoption of DeVry University Petition to Offer the
Electroneurodiagnostic Technology Program: The Commissioners
unanimously approved the new degree program for DeVry University.

Guest Speaker: Mr. Kevin Faughnan and Mr.
Art O’Brien from IBM provided an overview of the Services
Sciences, Management and Engineering (SSME) model, which is
focused on improving teaching to meet 21st Century needs.

EOF Update: Dr. Lang described a new “Equity
Index” used by the EOF Board to provide outcome-based
awards to institutional programs.

HESAA Update: Mr. Smith discussed recommendations
by HESAA to narrow the gap between TAG awards and the cost of
tuition.

Comments from the Public: Mr. Raj Mukerji, “Impact
New Jersey,” commented on Nova Southeastern University;
Dr. John Pace, President of the Association of NJ County College
Faculties, commented on the Blueprint and budget policy
statement; Mr. Sharo Atmeh, student representative to the Rutgers
University Board of Trustees, commented on student financial
aid; Mr. Matthew Schopp, student, Rutgers University, explained
the financial plight of middle class students; and Ms. Asha Bailey,
EOF student, Rutgers University commented on the impact of EOF.
