National Core Indicators
In July of 2007, The Division joined the National Core Indicators Project (NCI). Sponsored by the National Association of State Directors of Developmental Disabilities Services (NASDDDS) and managed by the Human Services Research Institute (HSRI), the National Core Indicators will serve as the basis of a systems performance measurement system for the Division. The OQM&P is responsible to manage and staff the NCI project. OQMP staff will conduct information gathering activities to include face to face interviews and mailer surveys beginning in October 2007. The current set of NCI performance indicators includes approximately 100 individual, family, systemic, cost, and health and safety outcomes - outcomes that are important to understanding the overall health of public developmental disabilities agencies. Many of the individual NCI data elements have potential implications for discovery, remediation, and improvement regarding service planning and delivery. Sources of information include individual survey (e.g., empowerment and choice issues) family surveys (e.g., satisfaction with supports), provider survey (e.g., staff turnover), and state systems data (e.g., expenditures, mortality, etc.).  The core indicators also provide information for many of the desired outcomes stated in the Home and Community Based Services Quality Framework. Information collected by the OQM&P, this first year of participation, was submitted to NCI in June 2008.

Day Program & Supported Employment
In January 2008 The Division of Developmental Disabilities implemented a Day Program/Supported Employment Review process to monitor compliance with the Day Program and Supported Employment Standards Manual.  Annually 20% of all day program and supported employment service contracted agency sites will undergo a formal review.  The Division’s Day Program/Supported Employment Review process is based on the principles of continuous quality improvement and incorporates all expectations of the Centers for Medicare and Medicaid Services (CMS).

Upon completion of the quality review, summarized findings and information will be shared with the Provider Agency for the purpose of service improvement.  OQMP in collaboration with Division regional Staff will provide technical support related to corrective action and remediation. Information will be aggregated, analyzed, and made available through the Divisions Website for all stakeholders to promote systems improvement.

Quality Management Steering Committee
In 2004 a Quality Management Steering Committee (QMSC) was established through the Real Choice Systems Change grant. The QMSC is comprised of families, individuals, advocates and other stakeholders. The QMSC was created to serve two key functions; to advise and support the design and implementation of a DDD Quality Management System, and upon establishment of that system, provide regular review and evaluation of the Division’s quality data and information, for the purpose of making recommendations to the Division’s leadership.

Planning Research Steering Committee
The Planning, Research and Information Support group assists Division staff and works with outside entities to collect, review, summarize, evaluate and distribute information supporting the Division’s planning, evaluation and quality improvement activities.
