Division-funded services for adults with intellectual and developmental disabilities are not an entitlement and are dependent on resource availability.
The Division is transitioning from a contract-based model of service delivery to a Medicaid-based, fee-for-service model (see Fee-for-Service Implementation). The fee-for-service model, already successfully utilized in most states, allows for increased flexibility, increased choice, and an expansion of services and supports.
The fee-for-service transition began on July 1, 2015 with the launch of the Supports Program. Once the new system is fully implemented, adults age 21 and older will access services through enrollment on one of two Medicaid waiver programs: the Supports Program or the Community Care Waiver* (CCW). Waiver enrollment is dependent on Division eligibility, Medicaid eligibility, and an individual's assessed level of need as determined by completion of the NJ Comprehensive Assessment Tool (NJ CAT).
*Please note that the Division currently maintains a Waiting List for individuals requesting services through the Community Care Waiver.
