Division-funded services for adults with intellectual and developmental disabilities are not an entitlement and are dependent on resource availability.

The Division is transitioning from a contract-based model of service delivery to a Medicaid-based, Fee-for-Service model. The fee-for-service model, successfully utilized in most states, allows for increased flexibility, increased choice and an expansion of services. Once the new system is fully implemented, adults will be determined eligible for either the Supports Program or the Community Care Waiver Program.

Waiver enrollment is dependent on Medicaid eligibility, Division eligibility, and completion of the NJ CAT (NJ Comprehensive Assessment Tool), which evaluates self-care, behavior and medical needs. An individual will be matched with the one waiver program for which she or he is determined eligible and assigned a “tier” that provides a budget amount to access needed services. Each individual will choose (or may be auto-assigned) a Support Coordination agency to develop an Individual Support Plan (ISP) and assist with linking an individual to the needed services.

  • Community Inclusion Services
  • Day Habilitation
  • Environmental Modifications
  • Fiscal Management Service (Fiscal Intermediary)*
  • Goods and Services
  • Interpreter Services
  • Natural Supports Training
  • Occupational Therapy
  • Personal Emergency Response System (PERS)
  • Physical Therapy
  • Prevocational Training
  • Respite
  • Speech Language & Hearing Therapy
  • Support Coordination*
  • Supported Employment – Individual
  • Supported Employment – Small Group
  • Supports Brokerage
  • Transportation
  • Vehicle Modifications 

For individuals determined eligible for the Community Care Waiver (CCW), services currently available include:

  • Assistive Technology

  • Personal Emergency Response System (PERS)
  • Respite
  • Support Coordination*
  • Supported Employment
  • Transportation
  • Vehicle Modifications

*Services marked with an asterisk are administrative in nature. The cost for these services is not deducted from an individual’s budget for services.
