John M. Lubitsky 


John M. Lubitsky was appointed as Chief Executive Officer of Ancora Psychiatric Hospital in November 2013.   Receiving his Bachelor of Science Degree in Business Administration from Rutgers, The State University of New Jersey, he completed his Master’s Degree in Public Administration from Rutgers in 1991.  Mr. Lubitsky is a Certified Public Manager, a Certified Performance Appraisal Instructor, a Certified Small Business Manager, and a Certified Incident Investigator.

Mr. Lubitsky has been in State service for over 26 years and has extensive experience working in the Human Resources field.  Upon graduation from college, he accepted a position as the Human Resources Manager for the Division of Pensions and Benefits.  From 1987 to 1993, he held various positions in the New Jersey Department of the Treasury (Divisions of Administration, Taxation, and Pensions and Benefits).

From 1993 through 1999, Mr. Lubitsky served as Manager in the New Jersey Department of Personnel (now the Civil Service Commission).   From 1999 to 2007, he served as Director of Human Resources at Trenton Psychiatric Hospital where he completed a complete revamping of the Human Resources, Payroll, and Timekeeping operations.  He also developed a highly successful marketing strategy resulting in the highest Registered Nurse (RN) fill rate in Mercer County.

In 2007, Mr. Lubitsky accepted the position of Deputy Chief Executive Officer at Ancora Psychiatric Hospital. Responsible for all operational aspects, he organized, developed, and directed administrative support services, ensuring that operational and accrediting body standards were maintained.  In June of 2013, he was appointed Acting Chief Executive Officer and seamlessly assumed those responsibilities, ultimately being appointed as the Chief Executive Officer.
