Acting Commissioner Ryan Announces New Children's Services Leaders
 

Acting Commissioner Kevin Ryan announced today that he has finalized his leadership team for the Office of Children's Services (OCS) by naming three new directors who will lead key agencies that provide child protection and child behavioral health services.

“Today, we add three well-respected professionals to round out the team that I am confident has the experience and track record to successfully reform our child welfare system,” Commissioner Ryan said. “With this new team in place, we have already begun to streamline the management of our children's services programs and re focus our resources and efforts where they belong – at the frontline, where our workers directly serve at-risk children and their families.”

Eileen Crummy, who has more than 30 years' experience in child welfare, will be the new Director of the Division of Youth and Family Services (DYFS). Crummy will fill two positions that are being consolidated into one – the DYFS Assistant Commissioner position that had remained vacant since November and the OCS Director of Operations.

“Eileen knows what it is like to serve kids and families on the frontlines with a burgeoning and vulnerable caseload because she has done it and done it well,” said Acting Commissioner Ryan.

The new Director of Child Behavioral Health Services is Bruce Stout, Ph.D., a former director of the Juvenile Justice Commission who most recently served as Executive Director of the Violence Institute and Behavioral Research and Training Institutes at the University of Medicine and Dentistry of New Jersey.

“Dr. Stout has dedicated his professional career to helping troubled and at-risk youth,” Ryan added. “He is an expert in the research of juvenile delinquency and the evaluation of services to help place troubled youth back on track. His record also shows he can transfer his academic insights into effective, evidence-based practices to strengthen families in our communities.”

Arburta Jones, a former DYFS caseworker and supervisor who held key posts at both the Department of Human Services and the Office of the Child Advocate, will be the OCS Director of Central Operations, Acting Commissioner Ryan announced.

In that position, Jones will oversee the child-abuse reporting hotline and the Institutional Abuse Investigations Unit, which investigates abuse and neglect reports in settings such as schools, foster homes, and residential treatment centers. She also will direct internal reviews of abuse-related deaths or critical injuries to children whose families are under DYFS supervision.

“Arburta Jones has spent years making important judgments about children whose safety may be at risk and understands the challenges we face to provide the support troubled families need most,” said Acting Commissioner Ryan. “She brings a rich perspective on how best to operate our children's services programs.”

The three new appointees join previously announced members of the children's services management team, including Molly Armstrong, the director of policy and planning; Beverly Jones, the director of training; Erin O'Leary, the director of legal affairs for OCS; Lisa Taylor, the DHS Deputy Chief of Staff overseeing children's services; and the OCS' 16 Area Directors.

The OCS Deputy Commissioner position will remain vacant, with the function being assumed by Acting Commissioner Ryan.

Eileen Crummy, the new DYFS Director, will oversee the OCS Area Office operations, the Office of Resource Family and Adoption Support, and the Office of Policy and Program Support. She has more than 30 years of operational experience, starting at the frontline and working her way up through the organization. She formerly directed DYFS' adoption operations, and most recently served as Deputy Director of Program Operations and Acting DYFS Director.

Arburta Jones, the new OCS Director of Central Operations, will supervise the child-abuse reporting hotline and the Institutional Abuse Investigations Unit. Most recently, she was the Chief of Staff at the Office of the Child Advocate. Before then, she was the Assistant Commissioner for the Office of Program Integrity and Accountability at DHS. She has 19 years' experience at DYFS, beginning as a case manager and frontline supervisor in Camden .

Bruce Stout, Ph.D., is the new director of the Division of Children's Behavioral Health Services. A former Director of the Juvenile Justice Commission, Stout most recently served as the Executive Director of the Violence Institute and Behavioral Research and Training Institutes at UMDNJ. He began his career as a planner in the Morris County Department of Human Services, where he helped create the county's first Youth Service Commission.
