Commissioner names new CEO for Ancora Psychiatric Hospital

Appointee will lead facility into new chapter in transformation

TRENTON – After a nationwide search, Department of Human Services Commissioner Jennifer Velez today named a longtime administrator with expertise in mental health treatment as the new Chief Executive Officer at Ancora Psychiatric Hospital in Winslow Township .

Allan Boyer, 51 , of Long Branch , will begin October 20. He has served as the Director of Behavioral Health for the past nine years, as well as interim Director of Cardiology, at Christ Hospital in Jersey City . While at Christ Hospital , Boyer developed a hospital-wide performance improvement system and increased grant funding for new programs. Previously, he served as the CEO for Charter Behavioral Health System of New Jersey.

“Mr. Boyer understands the critical nature of our reform plan at Ancora and is committed to the transformation efforts already under way,” Commissioner Velez said. “We welcome his energy and leadership.”

“I look forward to meeting the many challenges we face as we turn the page in Ancora's history and enter the next chapter,” Boyer said. “I am eager to work with patients, staff and stakeholders in making the improvements needed.

Boyer was selected from 85 applicants from throughout the country. Boyer's background in mental health administration, operations and program development will be instrumental in leading the hospital's multi-faceted reform plan.

Boyer replaces Acting CEO Greg Roberts, who will return full-time to his position as Assistant Director of the Office of State Hospital Management in the Division of Mental Health Services.

Roberts, who replaced former CEO LaTanya Wood-El in December, was instrumental in implementing many new advancements at Ancora, including a reduction in census and admissions and key changes in treatment approaches.

“I can't praise Greg enough for the improvements he has made during difficult circumstances,” Commissioner Velez said. “His leadership has served as a stabilizing force and his insight has been an invaluable element to the hospital's reorganization.

Boyer, who holds a master's degree in psychology, has had leadership positions that include Monmouth Medical Center , ran a behavioral health consulting company, and taught psychology at Kean College and Brookdale College .

Boyer, who lives in Long Branch , will be paid $130,000.

The hiring of a new CEO is a major component of restructuring required by an administrative order issued in May by Commissioner Velez. The order also requires more active treatment, staff training, a patient self-help center and the development of two sections in the hospital for short- and longer-term care.
