Contracting with the Department of Human Services
The Department of Human Services (DHS) contracts with various for profit and not for profit businesses to provide services. DHS has two types of contracts and contracting processes: those for services utilized by the State of New Jersey and those for services of benefit to our clients in the community.
Direct State Service ContractsThe first type of contracts are those that operate under the authority, policies and procedures of the State of New Jersey’s Department of the Treasury. These contracts are used by DHS to procure goods and services that are consumed by the divisions and institutions to support their operational and administrative needs. Examples of these contracts include the purchase of State vehicles, food for the institutions, training for staff, consultants, etc.

DHS Third Party ContractsThe other contracts under DHS are third party contracts which are those that service our clients in the community and operate under a different authority. DHS has its own contracting policies and procedures, under the DHS Contracting Manuals, that must be complied with in order to do business with us. Examples of third party contracts include group home care, respite services, day care services, mental health services, etc.
Third party contracts are managed in each of DHS’ 8 contracting departmental components (i.e. the divisions and offices in DHS) and follow the DHS Contracting Manuals. The Office of Contract Policy and Management (OCPM) oversees the policy compliance for DHS.
