MINUTES
NEW JERSEY STATE BOARD OF ARCHITECTS June 11, 2009 Public Session I CALL TO ORDER The regularly scheduled meeting of the Board was called to order at 9 am in the Union Conference Room on the third (3rd) floor at 124 Halsey Street, Newark, New Jersey.
OTHERS PRESENT: B. Michelle Albertson, Deputy Attorney General; James S. Hsu, Executive Director of Board of Architects; Margaret Hinkley, Secretary to Executive Director of the Board of Architects; Joseph Abello and Beverly Rankin of the Board of Architects. ALSO PRESENT: Charles Kirk, Assistant to Executive Director of Board of Architects II OPEN PUBLIC MEETINGS ACT The statement required by Chapter 231, public laws of 1975, the "Open Public Meetings Act," was read and it was announced that notice of this meeting was prepared in the office of the Board of Architects and mailed to the Secretary of State, the Newark Star-Ledger, the Trenton Times, the Camden Courier-Post, the Record and the Atlantic City Press. III APPROVAL OF MINUTES
May 14, 2009 ACTION: Mr. Horii motioned to approve the minutes as amended. Mr. Kniesler seconded the motion. It passed unanimously. IV ANNOUNCEMENTS Mr. DeMassi announced that the NCARB Annual Meeting will take place in Chicago, Illinois Executive Director Hsu announced that this is his last meeting with the Board of Architects as Executive Director. He thanks the Board President, Board members, Deputy Attorney General and board staff for their help and guidance over the last 15 years. The Board members wished Mr. Hsu the very best in his future endeavors and thanked him for his service to the Board. Executive Director Hsu announced that 7996 renewal letters were sent out to architects and as of today approximately 2500 have renewed. DAG Albertson apprised the Board that the Landscape Architect regulations are moving forward in the process and should be ready for publication in the near future. Ms. Goté read into the minutes the Resolution presented by the Interior Design Examination and Evaluation Committee at its meeting of June 3, 2009, a copy of which is attached. Board President DeMassi presented Executive Director Hsu with a plaque on behalf of the Board members and staff which read: “Presented in Appreciation to Dr. James S Hsu upon his retirement with over 15 years of service as Executive Director of the New Jersey State Board of Architects and his long-standing service to the: Landscape Architects Committee; Architects/ Engineers Joint Committee; Interior Design Committee; Continuing Education legislation effort; Intern Development seminars; and NCARB committees by the members and staff of The State Board of Architects June 30, 2009" Mr. DeMassi also presented a painting by Howard Horii which included signatures of all Board members. V OLD BUSINESS No business was discussed VI NEW BUSINESS A Correspondence 1 Copy of the resolutions to be acted upon at the 2009 NCARB Resolutions to be acted upon at the 2009 Annual Meeting and Conference. The following resolutions are attached for board review: Resolution 2009-01 - Model Law Amendment - Clarifying the Definition of “Responsible Control” Resolution 2009-02 - Handbook for Interns and Architects Amendment - Applying Five-Year Rolling Clock to Previously Passed Divisions and Authorizations to Test Resolution 2009-03 - Handbook for Interns and Architects Amendment - Transfer Specific Education Requirements and the Education Standard to the Education Guidelines Resolution 2009-04 - Handbook for Interns and Architects Amendment - Transfer the Intern Development Program Requirements to the IDP Guidelines Resolution 2009-05 - Revocation of Commonwealth of Puerto Rico Membership for Failure to Pay Annual Membership Dues ACTION: Mr. Kniesler motioned to support the above resolutions and authorize the delegate to vote based on information discussed at the meeting. Mr. Joshi seconded the motion. It passed unanimously. B Interior Design Examination and Evaluation Committee 1 May 6, 2009 Minutes ACTION: Mr. Zaccone motioned to accept the Interior Design Committee minutes as presented. Mr. Joshi seconded the motion. It passed unanimously. 2 Jack Ruthazer Recused: D. Goté Summary: At the May 14th meeting, the Board reviewed the application file of Jack Ruthazer, which was forwarded from the Interior Design Examination and Evaluation Committee for the Board’s review and action. Subsequent to reviewing the application, the Board unanimously voted to send a letter advising Mr. Ruthazer that he must submit the documents, which clearly depicts his diversified interior design services experience as previously requested by the Interior Design Evaluation and Examination Committee. The letter was sent on May 15th to Mr. Ruthazer. 6/11/09 Copy of a letter dated May 20, 2009 addressed to Attorney General Anne Milgram was received from Jack Ruthazer regarding his application for interior design certification is attached for Board review. ACTION: Duly noted. C Legislation A-3934 which concerns use of health information technology products. ACTION: Duly noted. D Information 1 May 2009 Member Board E-News from CLARB is attached for Board information. ACTION: Duly noted. 2 NCARB Fast Facts dated June 2009 containing information on the 2009 Annual Meeting and Conference; 2009 resolutions and the redesigning of NCARB’s new public website is attached for Board information. ACTION: Duly noted. 3 Copy of an NCARB News Clips dated June 4, 2009 regarding the NCARB Comments on the NAAB 2009 Conditions for Accreditation, Public Comment Edition is attached for Board review. ACTION: Duly noted. VII REVIEW OF APPLICATIONS A. Applications for Licensure by Credentials The following individuals have applied for licensure by credentials, have met board requirements and are recommended for licensure: * - NCARB Council Record Holder

C Licensure by Examination The following applicant/s have completed all Divisions of the Architectural Registration Examination and are submitted to the Board for licensure:

Kobus - License #AI013617 Summary: This application for a Certificate of Authorization to offer architectural services only is submitted by two New Jersey licensed architects who own 70% of the shares in business with thirteen unlicensed individuals who own 30% of the shares. This application appears to comply with statutory requirements. On May 14, 2009, the Board unanimously voted to request the correct number of shares be corrected. Upon receipt of the new information, the Board will re-review the application. BOARD OF ARCHITECTS ACTION: Mr. Joshi motioned to issue Certificates of Authorization to the above noted firms and advise all firms that any change in the shares of the corporation must be reported to the Board. Mr. Horii seconded the motion. It passed unanimously. VIII LANDSCAPE ARCHITECT APPLICATION REVIEW
A Initial Licensure by examination: Morris, Matthew ACTION: Mr. Kniesler motioned to suspend the New Jersey test requirement and approve Mr. Morris for licensure. Mr. Zaccone seconded the motion. It passed unanimously. Nagle, Jeffrey - was originally certified in New Jersey December 1992 (AS000665) however, his certification was in expired status when the new law went into effect on March 5, 2009. ACTION: Inasmuch as Mr. Nagle has re-applied in accordance with the new Landscape Architect law, Mr. Kniesler motioned to suspend the New Jersey test requirement and approve Mr. Nagle for licensure. Mr. Horii seconded the motion. It passed unanimously. B Licensure without examination: The following individuals submit completed applications for licensure without examination and are recommended for licensure. Chockley, Christopher Herbert, Richard A. Melillo, Joseph ACTION: Mr. Kniesler motioned to suspend the New Jersey test requirement and approve the above individuals for licensure. Mr. Horii seconded the motion. It passed unanimously. BOARD TO REVIEW Weintraub, Leland - On April 9, 2009, the Board determined to request Mr. Weintraub provide documentation that his landscape architecture degree from City College of New York was accredited at the time he graduated. Attached is a copy of a May 5, 2009, letter from Ronald Leighton of LAAB advising that the program was accredited in 1973 and appeared on the 1974-75 list of accredited programs ACTION: Subsequent to reviewing the information provided, Mr. Kniesler motioned to suspend the New Jersey test requirement and approve Mr. Weintraub for licensure. Mr. Horii seconded the motion. It passed unanimously. IX PUBLIC COMMENTS Seeing no one present from the public, Mr. DeMassi proceeded to the next item on the agenda. X EXECUTIVE SESSION At 10:10am Mr. Zaccone motioned to go into executive session for the purposes of approving the minutes and reviewing disciplinary matters on the agenda. RESOLUTION Whereas, the Interior Design Examination and Evaluation Committee members of the New Jersey State Board of Architects appreciates and acknowledges the services of Executive Director James S. Hsu, who was the first Director of this Committee, having faithfully served the Interior Designer Examination and Evaluation Committee from May 5, 2004 through June 3, 2009, and Whereas, the “Committee” recognizes his many contributions to the public good through his many years of service; and Whereas, the “Committee” respects the expectations of individuals as they labor to maintain an excellence of purpose and the protection of the integrity of their profession and the Public as well, and Whereas, Dr. James S. Hsu, was supportive of the Committee from its infancy and in the formative stages of the Committee and has seen the growth of the Interior Design Examination and Evaluation Committee and the entire Interior Design Profession, and Whereas, Dr. James S. Hsu, by his untiring efforts, thoughtful consideration and judgments, has materially contributed to the furtherance of the growth and improvement of the Interior Design Committee and has earned the gratitude of the citizens of the State of New Jersey; Now, therefore, Be It Resolved, that the Interior Design Examination and Evaluation Committee Members of the New Jersey State Board of Architects do hereby express their appreciation of Dr. James S. Hsu’s, untiring efforts and thank him for his splendid cooperation, and Be it Further Resolved that this Board extends its appreciation to Executive Director James S. Hsu and wishes him well in all his endeavors and a most happy and deserving retirement from State Government; and Further, that this Resolution be spread on the minutes of the Interior Design Examination and Evaluation Committee of the State Board of Architects in full recognition of Dr. James S. Hsu’s services to the State of New Jersey and in appreciation of his earned respect and gratitude of the Citizens of this State. |
