CALL TO ORDER

The meeting of the State Board of Professional Engineers and Land Surveyors was called to order by Board President James Purcell at 9:00 a.m. at 124 Halsey Street, 3rd Floor, Union Conference Room, Newark, New Jersey. All parties were duly notified of the time, date and place, with all pertinent material being provided.

SUNSHINE LAW ANNOUNCEMENT

Board President Purcell read the statement required by Chapter 231, Laws of 1975 known as the Open Public Meetings Act, and announced that notice of this meeting was prepared in the office of the Board and mailed to the Secretary of State, the Newark Star-Ledger, Trenton Times, the Camden Courier Post, Bergen Record, and the Atlantic City Press.

REVIEW OF THE MINUTES

May 7, 2009

After reviewing the minutes of May 7, 2009 the Board on a motion by BM Jones, second by BM Angeline, voted to accept the minutes as amended. BM Koo abstained.

COMMITTEE REPORTS

Legislation

A3835/S2853 - Requires professional engineers to complete 24 hours of continuing professional competency during each biennial licensure period.

BM Vernick reported to the Board that this bill is moving quickly through the Senate when it was introduced on May 21, 2009 and referred to the Senate Commerce Committee.

Senate Bill # A2962/S1987 - Establishes licensing program for site remediation professionals and makes various changes to site remediation laws. (This bill was signed into law)

Assembly Bill #A4026 - Establishes additional investigative and enforcement powers in the Division of Consumer Affairs to deter individuals from engaging in the unauthorized practice of professions and occupations.

This matter was tabled until the next meeting

Joint Committee

BM Schwartz informed the Board that the June 2, 2009 Joint Committee meeting was cancelled due to a lack of agenda items. The next meeting is scheduled for July 7, 2009.

Licensure Promotion

BP Purcell informed the Board that plans should be made to visit Rowan University. The College of New Jersey and New Jersey Institute of Technology. He also stated that the Board will reschedule it’s meeting with Fairleigh Dickinson University to the early Fall.

Continuing Education

1. Land Surveyors - Continuing Education Report (Re: Pending Applications)

This report was reviewed by the Board. VP Jones requested a random sample of 12 land surveyors, who have not responded to the Biennial Renewal Application for Licensure and replied yes to completing the continuing education requirements.

This matter will be discussed at the next meeting.

2. Continuing Education Courses

On a motion by BM Angeline, second by BM Cleary, the Board voted to approve the following continuing education courses:

Contract Renewal Committee

BM Valenti informed the Board that he was advised by Kenneth Dietel, Division of Purchase and Property, Purchase Bureau, Treasury Department, that the Board’s contract renewal with Professional Credentials Services, (PCS) was signed by the State of New Jersey on June 1, 2009. This committee is complete and is now resolved.

REPORT OF THE EXECUTIVE DIRECTOR

General Report

BP Purcell discussed the need to re-establish the existing sub-committees. He distributed a 2009-2010 Board Committees Plan which will be reviewed at the next meeting.

Executive Director Russo reported to the Board, details of his attendance at a Contract Managers Course held in Trenton at the Treasury Department’s Division of Purchase & Property.

ED Russo informed the Board that Patsy Steele, PCS, has assumed the position which was formerly held by the late Linda Kellner.

ED Russo informed the Board that all public notices, such as notifications to newspapers could possibly be transmitted electronically in the future.

• Draft schedule of the 2010 Board meeting dates

The Board reviewed the 2010 schedule and approved it with changes.

• Colonial States Boards of Surveyor Registration

The Board, on a motion by VP Jones, second by BM Angeline, voted to approve payment of a $250.00 invoice representing annual dues for the calendar year 2009.

• NE Zone Committee Meeting in NJ 2013

The Board discussed this matter and on a motion by BM Schwartz, second by BM Cleary, voted to approve hosting the NE Zone Committee Meeting in 2013. BP Purcell will chair a sub-committee along with VP Jones. He will also contact NCEES to confirm its acceptance to host the 2013 meeting.

• Analysis of the Potential Impact of Requiring Additional Education for Engineering Licensure (Bachelor’s plus 30).

This correspondence was noted for the record.

• NCEES - Evaluation and Comparability of Programs Earned through the Distant Education Modality.

After reviewing this matter the Board will request that applicants with distance learning degrees have their degrees evaluated by one of the approved evaluation providers.
