Acting Director Ricketts to Testify Monday
on Pyramid Scheme Legislation

NEWARK — Acting Consumer Affairs Director Kimberly Ricketts will appear before the Senate Judiciary Committee on Monday, May 23, to testify on proposed legislation related to pyramid schemes.

A pyramid scheme is a fraud where profit depends on the recruitment of others. Frequently, pyramid schemes are disguised as multi-level marketing operations. Typically, each new recruit pays a fee to join the "program" and become a distributor of a service or product. Commissions are earned primarily for signing up additional recruits who pay a fee to distribute the service or product and not for actual sales to the public. The scheme collapses when it fails to attract new recruits. The people who are most vulnerable are those sitting on the lower levels of the pyramid.
