NEW JERSEY STATE BOARD OF SOCIAL WORK EXAMINERS
WEDNESDAY, SEPTEMBER 23, 2009 PUBLIC SESSION MINUTES I. CALL TO ORDER The meeting was called to order with a quorum of the Board members at 10:25 am in the Hudson Conference Room, 6th floor, 124 Halsey Street, Newark, New Jersey by by the Board’s Chair, Ms. Doreen Bobby, MSW, LCSW. II. ROLL CALL Present:

J. Michael Walker, Executive Director Announcement of Quorum The Chair announced that a quorum was present. The Chair also announced that in accordance with Chapter 231 of P.L. 1975, more commonly referred to as the Sunshine Law, adequate notice of this meeting was provided by mailing to the Office of the Secretary of State, The Newark Star Ledger, The Trenton Times, The Bergen Record and The Courier Post. III. REVIEW OF MINUTES Review of August 26 Minutes The minutes were accepted as corrected. IV. EXECUTIVE DIRECTOR’S REPORT Executive Director, J. Michael Walker, reminded the Board that the employment issue with the state still the same no changes, no hiring for Boards yet so the problem we had about moving things along still the same also and it’s the same problem with most Boards. He also informed the Board that intern, Amy Burnstein, is back and working with the Board for a few hours a week to help with complaints. Dr. Walker informed the Board also that one of the employee of the Board who processes Continuing Education and LCSW applications has been out on medical leave. V. REVIEW OF CLINICAL SUPERVISORS’ CREDENTIALS VI. VOTE ON CANDIDATES PROPOSED FOR CERTIFICATION/LICENSURE A motion was made by Dr. Louise Murray and seconded by Dr. Leonard Altamura to approve the following candidates as qualified in their category based on review of their application documents and in accordance with the Statute and Regulations and subject to renew in the cases of pending criminal history background checks. Monica M. Medina VII. CONTINUING EDUCATION A. Problematic CEU’s The Board voted to move Item 1,2,3 and 4 in problematic CEU’s to executive session for discussion of their continuing education. B. Vote on Recommendation. VIII. CORRESPONDENCE 1- Heather M. Adams, LCSW; Ms. Adams was an independent contractor for Bencivenne Institute for Behavioral Health owned by Dr. Joseph Bencivenne and his business associate Antoinette Goldin. Dr. Bencivenne informed her on short notice that he would be closing the practice and to inform her patients of the closing date. His partner Antoinette Goldin told her to inform her patients that they can only release records by written request and to another therapist only. Ms. Adams reported on the steps she has taken to refer her caseload. Upon motion by Dr. Louise Murray, seconded by Ms. Wanetta Williams, the Board voted to retain this letter in Ms. Adams’ file as informational and refer the matter of Dr. Bencivenne to the Board of psychological Examiners. Voting in favor of the motion: all. 2- Filomina Mauriello, CSW- The Board received copy of a Consent Order issued against her by the Alcohol And Drug Counselor Committee was accepted as informational. 3- The Board received a letter from Maureen Braun Scalera, requesting the Board to update the information on the website concerning Certificate in Clinical Supervision Course located on the website and approve new supervisor for the facility. Upon motion made by Dr. Murray, seconded by Dr. Altamura, the Board voted to update the website’s write up information and approved the new appointed supervisor. Voting in favor of the motion: all. 4- The Board received a letter from James H. Landgraf, Esq. regarding his client, Discovery Institute concerning the Board’s previous opinion concerning alcohol and drug counseling at the Institute. DAG Krugman reported that she had already spoken with Mr. Landgraf and clarified the issues. The Board accepted this letter as informational. 5- The Board received an email from Mary Jean Weston, LCSW of NASW-NJ regarding how to document supervision hours. The Board discussed this letter with Ms. Weston, who was at the Board meeting as public member, and upon motion made by Dr. Murray, seconded by Ms. Ellis, the Board asked Ms. Weston to put together a form the LSW’s would be able to use so they can document the supervision hours they will receive and to present it to the Board for their approval. Voting in favor of the motion: All. 6- Memo from Charlotte McConnell, president of ASWB recommending fee increase for Social Work licensing examinations. The fees for examinations are currently $175. The recommendation fees for the Bachelors and Masters examinations to be raised to $230 and $260 for the Advanced Generalist Clinical examinations. The Board accepted this letter as informational. IX PUBLIC COMMENT Today’s session was attended by representatives from New Jersey’s Chapter of the National Association of Social Workers (NASW) Mary Jean Weston, LCSW and Ms. Maureen Braun Scalera, LCSW from Family International Services. 1- Mary Jean Weston thanked the Board for their cooperation and reminded the Board that candidates will be taking the Social work exams this coming January of 2010. 2- Maureen Braun Scalera, asked the Board to act on her request to define the word “enrolled” in N.J.A.C. 13:44G-4.2 (a) 5 I which states: “An applicant pursuing a master's degree in social work and enrolled in the last semester of an educational program accredited or in candidacy for accreditation by the Council on Social Work Education is eligible to take the master's level examination.issue.” After discussion, upon motion made by Ms. Kathleen Ellis, seconded by Dr. Louise Murray, the Board voted that for the purposes of application “enrolled” means that a person has registered and paid the necessary fees and therefore may register for the examination. .
