Proposal Summary:
The proposal pertains to the mandatory
filing, under New Jersey’s Multiple
Dwelling Reporting Rule (MDRR), of annual
reports by landlords who own 25 or more
housing units describing the racial and
ethnic composition of their leaseholders
and applicants, whether the apartment
buildings they own are accessible to the
disabled, etc. Proposed amendment would
provide that landlords can meet their
MDRR reporting obligation by going to
the Division on Civil Rights Web site,
completing an MDRR reporting form on-line,
and electronically filing the completed
form with the Division. The proposed amendment
would also set forth how the date of filing
the report is to be determined, and would
make the process of imposing financial
penalties for late filing more uniform
by designating a specific, graduating
schedule of penalties. The proposal appeared
in the Dec. 1, 2003 edition of The New
Jersey Register.
