Proposal Summary:

The proposed readoption of N.J.A.C. 13:54, Firearms and Weapons, outlines the rules and regulations governing the licensing and registration of firearms dealers and manufacturers; the sale, purchase, acquisition and transfer of firearms by dealers to eligible persons and procedures related to the investigation of applications and qualifications for permits to carry handguns. The Division of State Police and the Department of Law & Public Safety have reviewed the rules and, with the exceptions noted in the publication, have determined them to be necessary, reasonable and proper for the purpose for which they were originally adopted.
