Colonel (Retired) Emil H. Philibosian retires as Deputy Commissioner for Veterans Affairs.

After two years as NJDMAVA’s Deputy Commissioner for Veterans Affairs (DCVA) Colonel (Retired) Emil Philibosian announced his retirement from State service. It is effective 30 June 2004

Appointed by Governor James E. McGreevey in June 2002, as Deputy Commissioner for Veterans Affairs, Colonel (Retired) Emil H. Philibosian was responsible for providing support to New Jersey’s 672,000 veterans and their families, operation of three 300-bed nursing homes, overseeing a "Transitional Housing Program" for homeless veterans and the nation’s largest State operated Veterans Cemetery, located at Arneytown, New Jersey.

During Colonel (Retired) Philibosian’s tenure as DCVA he co-chaired the Department’s Nursing Shortage Task Force whose recommendations led to the hiring of a Health Care Professions recruiter. In one year more than 90 nurses were hired to work in our nursing homes. Under his leadership Menlo Park’s 40 bed special needs Alzheimer ‘Old Glory’ wing opened for the first time! Ground was broken for the rebuilding of the state of the art $54 million Vineland Veteran’s Memorial Nursing home. The homeless Veterans transitional housing program at Veteran’s Haven has increased residency by 9%. Of note, he was instrumental in forming the Governor’s World War II memorial commission.

Colonel (Retired) Philibosian served in Vietnam and later in the Reserve Forces of the United States. He has earned numerous military awards for his performance including the Silver Star, Legion of Merit Medal, Soldiers Medal, Bronze Star with V device, Purple Heart, Combat Infantryman Badge (CIB), Meritorious Service Medal, and numerous other awards. He holds a Juris Doctorate from Fordham University and a Bachelor of Arts in English from Rutgers University. He is a graduate of the Army War College, Army Command and General Staff College, and the J.F.K Special Warfare Special Forces Officer Course.

Colonel (Retired) Philibosian is retiring to a private sector law practice.
