Mission Statement

Receives and Accounts for all funds and property of the United States in the possession of the New Jersey National Guard, and ensures that Federal funds are obligated and expended in conformance with applicable statutes and regulations. Makes returns and reports on Federal funds and property as directed by the Chief, National Guard Bureau and the appropriate Service Secretary.

United States Property and Fiscal Officer (USP&FO)
USPFO

COL Charles McDonald currently serves as the United States Property and Fiscal Officer (USP&FO) for New Jersey where he is responsible to receive and account for all funds and property of the United States government in the possession of the National Guard of New Jersey. He is to ensure federal funds are obligated and expended in conformance with applicable statutes and regulations, and report on federal funds and property as directed by the Chief, National Guard Bureau and the appropriate service secretary. COL McDonald is to advise and assist the Army and Air National Guard units/activities within the New Jersey to ensure federal property is used in accordance with Department of the Army or Air Force directives as implemented by the Chief, NGB.

COL McDonald directs the functional management of the six departments within the USP&FO: Financial Management, Services and Supplies, Purchasing and Contracting, Grants and Agreements, Data Processing Center, and Internal Review. He ensures accountability of federal funds and property, and facilitates mobilization support/transition. Additional responsibilities include: Small Business Advocate, Grants Officer, Transportation Officer, Payroll Certifying Officer, and Audit Focal point. In coordination and collaboration with the ARNG and ANG Staff Directors, and Commanders and Staff of the New Jersey National Guard (NJNG), he focuses on how NGB and the NJNG can improve and achieve effective oversight and execution of federal resources.
