MEMBERSHIP STATUS: Employment in this
position requires concurrent military assignment to a compatible military
position in the New Jersey National Guard in one of the following military
specialty codes:
AFSC: 3AXXX, 3S0XX, 3S2XX
NOTE: THE INDIVIDUAL SELECTED HAS ONE YEAR TO
OBTAIN ADVERTISED AFSC/MOS
LEVEL OF CLEARANCE/INVESTIGATION: Must be able to obtain a Secret Clearance
SELECTIVE PLACEMENT FACTORS: To
obtain the required AFSC, acceptance of this position requires a minimum ASVAB
Score of 41 in the Administrative area.
ASVAB scores will not be required to apply for the position, however
applicants must obtain required ASVAB scores prior to acceptance of the
position. The applicant must verify their scores with their Military Personnel
Flight/Military Personnel Office.
PRE-PLACEMENT PHYSICAL REQUIREMENTS: N/A

MAJOR JOB DUTIES (a copy of the complete position description is available in the Human Resource Office): Organizes and administers the military human resource programs for the unit. Manages the staffing, classification, assignment, and utilization of personnel in accordance with unit manning documents. Provides counseling to current and potential members. Assesses individual career development needs and recommends course of action options to meet individual goals. Provides advice and guidance to supervisors and members on identifying training needs, training opportunities, and sources of needed training. Provides assistance on various accounting and finance issues. May perform Resource Advisor and Workday management duties. Performs other duties as assigned.
QUALIFICATIONS: NOTE: Applicant must provide copy of current Personnel

GENERAL EXPERIENCE: Clerical or
administrative experience, education, and/or training which has provided the
candidate with the ability to search for and compile information/data, process
documents, and provide information about regulations, procedures, and programs.
MUST BE ABLE TO TYPE A MINIMUM OF 35 WORDS PER MINUTE.
SPECIALIZED EXPERIENCE: Must have 12 months experience in the
following:
KNOWLEDGE of all military human resources system requirements for assigned unit.
KNOWLEDGE of a wide variety of Air Force, National Guard Bureau (NGB), state and Group Headquarters and unit regulations, as well as various publications, local operating procedures, and related requirements, sufficient to perform the day to day duties within the human resources function of the organization.
KNOWLEDGE of the military pay, allowance,
and travel procedures.
SKILL in oral and written communications and the ability to prepare and present reports, prepare and process correspondence, interpret policies and guidance, provide advice and guidance to customers, and represent the organization in interactions with other organizations.
KNOWLEDGE of the mission, goals, objectives, terminology, and management practices in the organization to enhance the military human resources technicians.
ABILITY to counsel current and potential members on various entitlement and benefit programs.
KNOWLEDGE of the full range of FTUS and AGR human resources programs, sufficient to provide technical assistance to employees and supervisors.
KNOWLEDGE of procedures for processing military human resources documents, to include the identification of problems and trends, and the ability to resolve discrepancies.
ABILITY to prepare documentation to recognize additions, deletions, and changes to items authorized.
KNOWLEDGE of human resources programs and requirements to ensure customer requests for automated products are satisfied.
KNOWLEDGE of the automated system(s) supporting military human resources programs (i.e., RAPIDS/DEERS systems).

ABILITY to retrieve data for studies, projects, and analytical reports.
ABILITY to use personal computers with different software applications. Use applications to prepare presentations, graphs, charts, and table.

SUBSTITUTION FOR SPECIALIZED EXPERIENCE:
One
year above high school may be substituted for 6 months of specialized
experience (must include 6 semesters hours in subjects closely related to
personnel (courses where primary emphasis is on writing skills).
