Coordinates state agency action affecting the Highlands.  Tasks include:  review of agency projects and capital budgets (including DOT, DCA); grants; residential site improvement standards; LEEDS sustainable building standard; COAH issues pre-Act (i.e. unsatisfied round two obligations are not affected by the Act); and cross-acceptance (under the Act, planning towns must go through cross-acceptance).
