As the Manager of Grants Administration, Herbert brings over 11 years of transportation and environmental planning experience to the NJ Highlands Council. Herbert started his professional career in the Highlands working for the Morris County Transportation Management Association promoting the environmental benefits of carpooling, bicycling, and mass transit in the Highlands.  Since then, Herbert has worked in the private sector with the NJ DOT, NJ DEP and NJ Transit as well as various NJ municipalities to further their goals of improving local and regional infrastructure while considering environmental regulations and bicycle/pedestrian initiatives.  Most recently, Herbert was the project manager and planning lead for a number of land use planning projects in the New York Metropolitan area for a small architecture firm in New York City.

Herbert received a Bachelor of Science in Environmental Planning and Design from Cook College, Rutgers University.  He is an avid nature photographer and volunteers regularly at The Raptor Trust in Millington, NJ.
