Tom brings more than 15 years of experience in environmental and land use law to help counsel the Highlands Council. Before joining the Council staff, he was an Associate Clinical Professor of Law at the Rutgers School of Law-Newark teaching in the Rutgers Environmental Law Clinic. In that capacity, he represented over forty environmental and community groups throughout New Jersey on a broad range cases including numerous Highlands Region land use and environmental disputes. Tom previously had a solo law practice for six years in environmental and land use law. In addition, he spent seven years as a Deputy Attorney General and staff attorney representing the New Jersey Department of Environmental Protection.
Tom has a B.A. in English from Colgate University and a J.D. from Northeastern University School of Law.
