Jeff LeJava is TDR Program Coordinator and a Staff Attorney for the New Jersey Highlands Council. Prior to joining the Highlands Council, Jeff was an associate in the Environment, Land & Resources Department of Latham & Watkins LLP and the Environmental Practice Group of White & Case LLP.  In those positions he represented clients in environmental cost recovery and toxic tort litigations; advised clients on environmental aspects of corporate, real property and financial transactions; and counseled clients regarding compliance with federal and state environmental laws, including CERCLA, RCRA, TSCA, and the New Jersey Industrial Site Recovery Act.  He is qualified to practice before the New Jersey and New York bars and the US District Court for the District of New Jersey.

Jeff is a 1998 graduate of Pace University School of Law, and a 1994 graduate of the College of the Holy Cross.  While at Pace, Jeff served as a Senior Fellow at the Land Use Law Center, where he researched and wrote on a variety of land use topics, and worked with municipal officials to protect sensitive environmental areas.  Several of Jeff's writings have been published including articles on brownfields redevelopment, public financing of open space preservation, and the development of local environmental laws.
