PUBLIC SESSION MINUTES

ATTENDANCE: The following members were in attendance:

Shirley Birenz, RDH; Steven K. Brisgel; Emil Cappetta, DDS; Sheila Dashkow, DDS; Peter DeSciscio, DMD; Maxine Feinberg, DDS; Alexander Hall, DMD; Beverly Kupiec, RN, Ph.D.; John Ricciani, DMD; Arnold Rosenheck, DMD

OTHER ATTENDEES: Deputy Attorneys General Nancy Miller and Joseph Donofrio; Executive Director, Jonathan Eisenmenger; Cecilia Moreira, Senior Management Assistant; Michael Dominach, Paralegal

NOTE: The Public Session was called to order at 9:45 A.M.

Dr. Hall, President of the Board, administered the oath of office to the three new members, as well as the five members who were re-appointed by the Governor:

I. EXECUTIVE DIRECTOR’S REPORT:

1. The Executive Director reported on the number of license applications received and issued in October.

2. The Executive Director reported that registered dental assistant registrations are in renewal and that the notices have been sent to the address of record for every RDA. Registration holders are encouraged to follow the directions in the notices to renew their licenses online. Paper renewal forms are available by using the automated IVR telephone number provided by the Division of Consumer Affairs.

3. The Executive Director reported on a conversation with Joseph Rossa, DDS from NERB with regard to the other states licensing tests. He has also offered to review other questions regarding individuals that took an exam other than NERB.

4. The Board distributed a copy of an article concerning the medical waste bill that has passed the Assembly. This bill is still in committee in the Senate.

II. COMMITTEE REPORTS:

1. Credentials:

- Erica Fauver - Application for Registered Dental Assistant. Ms. Fauver meets all requirements. The committee recommended approval.

- Cynthia Bollendorf - Application for Registered Dental Assistant. Ms. Bolandorf attended Manor Junior College. The committee recommended approval.

- The committee discussed an inquiry from Emil W. Villanueva, Office Manager for Dental Assistant Services, questioning whether registered dental assistants can use the DANB exam for continuing education credit. The Board determined that the exam cannot be used for CE. The review course may be eligible for CE, but it would have to be submitted to the Board for approval.

- Dr. Allan Deutsch - Application for reinstatement of his New Jersey dental license. It appears Dr. Deutsch has not practiced dentistry in 30 years. The committee recommended that additional information be obtained.

- Dr. Frances Lovric - Application for New Jersey dental license. Dr. Lovric meets all requirements for licensure. The committee recommends approval.

- Dr. Daniel Akkaway - Application for New Jersey dental license. Dr. Akkaway meets all requirements for licensure. The committee recommends approval.

2. Continuing Education:

The committee recommended approval of two remedial courses.

The Board in a motion by Dr. Cappetta, seconded by Dr. Feinberg, approved the committee’s report.

III. COPY OF PUBLIC ORDERS & SETTLEMENT LETTERS FILED WITH THE BOARD IN THE MONTH OF OCTOBER & NOVEMBER, 2008:

1. Dr. Jacob M. Plawner - Settlement Letter filed on October 27, 2008. This was taken as informational.

2. Dr. Alfred V. Sabato - Consent Order filed on November 5, 2008. This was taken as informational.

3. Dr. Allan A. Monack - Consent Order filed on November 12, 2008. This was taken as informational.

4. Dr. Joseph S. Hannah - Consent Order filed on November 12, 2008. This was taken as informational.

IV. OTHER MATTERS:

1. The Board reviewed correspondence from Paul E. Stubbs, DDS, President, of Western Regional Examination Board concerning "change to conjunctive scoring." The Board took this as informational.

2. The Board reviewed a copy of joint response to Dr. Mark Feldman, ADA Past President, concerning clinical licensing examinations. The Board took this as informational.

V. ADJOURNMENT:

The public session adjourned at 10:30 A.M.
