| Proposal
Description:
The proposal is to amend N.J.A.C. 13:71-27.56
to allow the Pick (N) races, which require
a bettor to select the first-place finishers
in at least four consecutive harness races
--the letter N represents the actual number
of such races -- to include a non-carryover
method of payment. The perceived benefit
of the change is that it will help boost
permit-holder revenues by increasing the
value of pick (N) payoffs and, as a result,
generating more interest in wagering. As
the rule currently exists, the Pick (N)
pool is distributed under one of two methods
approved by the New Jersey Racing Commission.
Both methods mandate that a carryover provision
be used when no bettor correctly selects
all (N) winners in a Pick (N) event. The
proposed amendment appears in the March
20, 2006 edition of the New Jersey Register.
