| Proposal
Description:
The proposal is to amend N.J.A.C. 13:71-27.18
to allow New Jersey racetracks, casino simulcasting
facilities and the account wagering system
to eliminate, at their discretion, certain
types of wagering on interstate simulcasts
of harness races that are being offered
by a sending track association, if there
is a written contractual agreement between
the New Jersey racetrack and the out-of-state
venue (and the request is made before the
printing of the race program.) Under current
rules New Jersey racetracks, casino simulcasting
facilities and the account wagering system
must accept all betting pools offered by
an interstate simulcast sending facility
unless a certain wager is disallowed by
New Jersey statute or rule. The proposed
amendment would give racetracks latitude
under the law to eliminate, at their discretion,
certain forms of interstate simulcast wagering
that loom as unprofitable because they may
attract large-scale bettors whose “wins”are
not the financial burden of the out-of-state
venues. The proposed amendment appears in
the March 20, 2006 edition of the New Jersey
Register.
