- Attorney General Zulima V. Farber and
Division of Criminal Justice Director Gregory
A. Paw announced that a Monmouth County
chiropractor has been sentenced to state
prison for filing more than 175 fraudulent
Personal Injury Protection (PIP) insurance
and workers compensation claims for medical
services that were never provided.
According to Insurance Fraud Prosecutor
Greta Gooden Brown, Mark A. Radowitz, 45,
of Monroe, was sentenced Friday, April 21,
by Monmouth County Superior Court Judge
Francis P. DeStefano to three years in state
prison and ordered to pay more than $16,000
in restitution. The sentence was pursuant
to Radowitz’s guilty plea to health
care claim fraud, a charge which was contained
in a July 15, 2005 state grand jury indictment.
At the Jan. 30 guilty plea before Judge
DeStefano, Radowitz admitted that between
July 2, 1999 and Sept. 5, 2000, he billed
Allstate Insurance Company and the California
State Workers Compensation Insurance Fund
more than $18,000 for multiple chiropractic
services purportedly provided to two patients.
An investigation by the Division of Criminal
Justice - Office of the Insurance Fraud
Prosecutor determined that at least 179
claims submitted by Radowitz were fabricated.
In each instance, the investigation determined
that no services had been provided to patients.
State Investigator Weldon Powell, Civil
Investigator Marisol Mateo and Deputy Attorney
General Joan Burke were assigned to the
investigation. DAG Burke represented the
Division of Criminal Justice - Office of
the Insurance Fraud Prosecutor at the sentencing.
