Proposal
Description: The proposal is to amend N.J.A.C.
13:70-29.63 to permit those who operate
horse racing handicapping contests to offer
such contests as a series of events, and
to adjust the distribution of prize money
accordingly. Presently, the rule allows
a horse racing handicapping contest to be
offered as a single contest, with all entry
fees distributed as prizes to the winners
of that one contest. The proposed amendment
would allow the operator of a handicapping
contest to offer the contest as a series
of events, concluding with a final contest
in the series. The proposed amendment also
allows that, in cases where a handicapping
contest is offered as a series, the operator
may retain up to 25 percent of the total
entry fees submitted prior to the final
contest, then distribute that money among
the winners of the final. The proposed amendment
appears in the May 1, 2006 edition of the
New Jersey Register.
