 Racing Commission Proposes Readoption of Off-Track Wagering Rules

Proposal Description:

The New Jersey Racing Commission has proposed the readoption of rules pertaining to off-track wagering and account wagering. The present rules are scheduled to expire on March 19, 2015. The Racing Commission finds that the rules are reasonable, necessary and effective for the purposes for which they were originally promulgated – to effectuate the purposes of the Off-Track Wagering and Account Wagering Act, N.J.S.A. 5:5-127, which took effect in 2002. These purposes include the licensure and establishment of no more than 15 off-track wagering facilities at which pari-mutuel wagering could be conducted on live and simulcast horse races by residents of the state. The purposes also include the licensure and establishment of an account wagering system whereby New Jersey resident account holders could establish multi-day wagering accounts through which pari-mutuel wagering by telephone, computer, or other electronic means, as approved by the Racing Commission, could occur on horse races. N.J.A.C. 13:74 generally establishes the rules governing off-track wagering and account wagering.

As of this writing, the account wagering license and five off-track wagering facility licenses – out of the permissible 15 off-track wagering facility licenses – have been issued by the Racing Commission.

The license of the account wagering system is held by the New Jersey Sports and Exposition Authority. On its behalf, as authorized by the Racing Commission, the account wagering system is operated by a management company known as Darby Development, LLC.
