The Recovery Act amends the Unemployment Compensation Extension Act of 2008 to provide for the continuation of temporary, extended, unemployment benefits and an additional 13 weeks for individuals living in states with a high unemployment rate.

Description
The ARRA creates a new TANF Emerrgency Fund of up to $5 billion to assist states to serve more families seeking employment and other forms of assistance during the current economic downturn. To be eligible, a state must demonstrate an increase in the number of TANF families receiving assistance or an increase in expenditures on employment subsidies or short-term, one-time benefits in at least one quarter during fiscal years 2009 or 2010.  Funds are subject to the same provisions and restrictions as other TANF dollars.
