Question 1: What is the anticipated duration of the project (TP-160 Route 9 Jobs Creek Bridge)? The TP lists the anticipated start date of March 2018, but no duration or close date.
Answer 1: The contract completion date is 9/23/2019.
Question 2: Is an ESBE/DBE inspector required to be listed for one of the scored positions?
Answer 2: It is up to the Consultant Firm on how to achieve the required ESBE/DBE goal. In Section 2 of the Evaluation Criteria Forms, each DBE/ESBE firm must be identified in achieving the goal.
Question 3: For NICET III Lead Bridge Inspector (1): Please confirm how many additional years since 10/2005 are being scored in total on page 5 of the Evaluation Form. The Evaluation Form, page 5,ceiling states 4 years Additional Experience but in the Solicitation,page 6 states that 5 years Cl Experience for Bridge Construction will be considered similar.
Answer 3: 4 years of CI Experience is acceptable.
Question 4: For NICET II Bridge Inspector (1): Please clarify how many additional years since 10/2005 are being scored on page 5 of the Evaluation Form.There are references to different amounts both on the evaluation form and in the Solicitation. The Evaluation Form, page 5, ceiling states 4 years Additional Experience but the Type of Experience only asks for 1 year of Cl and in the Solicitation, page 7 states that 2 years Cl Experience for Bridge Construction will be considered similar
Answer 4: 2 years CI experience is acceptable.
Question 5: The Solicitation,page 6 states: " Please provide the references for all project listed on the resume for verification purpose only." Can you please clarify what's being asked for regarding number of references and what type of verification? The resume form included in the instructions only asks for references for the 3 similar projects listed at the top of the resume.
Answer 5: List three references and their contact information for any of the projects noted in the Summary of Experience.
Question 6: How will the total of 125 points be distributed between the two inspectors? Would it be 62.5 points per inspector? OR would it be 125 for cumulative years required for both inspectors combined?
Answer 6: For Section 10, the maximum scoring for the NICET III position is 83.33 based on four additional years of experience. The maximum scoring for the NICET II position is 41.67 based on two additional years of experience. The maximum total scoring for Section 10 is 125.
Question 7: In section 9, Team Leaders Qualifications, Bridge Inspector (1) has listed ACI-CCTC, is this required?
Answer 7: Bridge Inspector(1) will not be scored in Section 9 as they will not be considered a Team Leader. Only the Lead Bridge Inspector(1) will be scored for qualifications listed in Section 9 up to a maximum of 15 total points.
Since all rated positions are considered Team Leaders then the Bridge Inspector should have all required certifications including the ACI-CCTC Certification. The maximum points of 15 for Section 9 can be broken down as follows:
NICET III (Lead Bridge Inspector) 9 points max
NICET II (Bridge Inspector) 6 points max
