Technical Proposal


TP-170


Question 1: Since there is a separate Pavement Design Team Leader, please consider removing the Pavement Design Experience requirement from the Geotechnical Engineering Team Leader.

Answer 1: The pavement design experience can be removed from the Geotechnical Engineering Team Leader experience.

 

Question 2: The qualifications shown for the Traffic Engineering Task Leader references experience in PASR2 and Transit 7F. Since these are programs are no longer used in the industry, would experience in just Highway Capacity Analysis Software HCM and Synchro be acceptable?

 

Answer 2: Experience in the use of PASR2 and TRANSYT-7F is no longer required and is hereby removed from the requirements.

 

Question 3: Page 6 of the Solicitation, Section A. Pavement, the text notes “the soils report in the CD may need to be augmented during design…”. This indicates a soils report was in the CD Report, however, it does not appear to be included in the material that was provided so far. Kindly provide this report or any other soil information available.

 

Answer 3: The Soil Survey Report is provided towards the end of Appendix P, Response to VE Team Review, App. ‘A’.

 

Question 4: Would the Department consider an extension on the closing date? The combination of the two holidays and the recent snow storm has limited the number of days available to prepare the solicitation. In addition, the heavy snows from the storm have prevented the consultants from performing site inspections.

 

Answer 4: The closing date has been extended to 1/24/18.

 

Question 5: Is the 2016 Inspection Report for Route 34 over Gravelly Brook (1309-150) available for review? The report provided was dated June 23, 2014 (Cycle #19).

 

Answer 5: Yes for Str. #1309-150.

 

Question 6: Is the 2015 Inspection Report for Pedestrian Bridge over Route 34 (Henry Hudson Trail #1309-151) available for review? The report provided was dated November 14, 2013 (Cycle #4)

 

Answer 6: No for #1309-151. Pedestrian bridges are not required to have biennial inspections.

 

Question 7: Can NJDOT provide the pavement evaluation, pavement design recommendation for Route 34 of August 2011 as noted in the “Perpetual Pavement Design Report” prior to the solicitation closing date?

 

Answer 7: Yes the report has been posted on BidExpress.

 

Question 8: The solicitation scope of work identifies the Route 34 Bridge over Former Brick Yard Road (Structure No. 1221-150) to be removed and filled since the roadway below is abandoned. The current straight line diagram locates the structure near Athens Avenue; however the Bridge Re-Evaluation Survey Report contained in the CD Report and aerial images suggest the structure is located north of Washington Avenue and carries the roadway over an unnamed creek. Furthermore this location falls outside of the project northern terminus. Please clarify the location and confirm the scope of work for this structure.

 

Answer 8: The Route 34 Bridge over Former Brick Yard Road is now being advanced as a separate project. It will be removed from the Rt. 34 reconstruction SOW.


Question 9: Since there no noise walls included in this project, please consider removing the Noise Wall Design requirement from the Geotechnical Engineering Team Leader.

 

Answer 9: Noise Wall Design is part of the general experience requirement of Geotechnical Engineering Team Leader. Soil analysis, foundation design and sheet piling experience gained in noise wall design is applicable to other geotechnical areas as well.
