Technical Proposal


TP-172


Question 1: On page 6 of the Evaluation Criteria, Part 5 Section 12 requires a two-page Project Approach for the Key Issues and Critical Problems be submitted with the proposal. However, on page 5 of the Instructions document, it states that Part 5, Section 12: Key Issues and Critical Problems is not required for this technical proposal. Please clarify whether the Key Issues and Critical Problems write up should be submitted with the proposal.

 

Answer 1: The write up should be submitted with the proposal. The instructions incorrectly states that Part 5, Section 12 is not required.

 

Question 2: For the Inspector (1) position will 3 years of Resident Engineer experience in lieu of 3 years CI experience be given credit towards Section 10?

 

Answer 2: 3 years of RE experience will be given credit in lieu of 3 years of CI experience in Section 10 as long as the experience is in addition to the experience require in Section 1B.

 

Question 3: What is the anticipated start date for the staff?

 

Answer 3: The anticipated start date for staff will vary for each agreement based on Regional staffing needs. However, it is not anticipated to require staff prior to April 2018.

 

Question 4: For the above referenced RFP, can I submit one resume from an SBE firm, also can I mention another SBE firm that we will be utilizing when multiple assignment take place in the same time if needed?

 

Answer 4: Yes to both parts of the question.

 

Question 5: Does the SBE resume need to be shown as one of 3 positions requested, or can the SBE be named as a resource on this proposal?

 

Answer 5: The SBE can be named as a resource and not necessarily shown as one of the rated positions.

 

Question 6: The Firm with the highest evaluation score will be selected first, followed by the second ranked firm etc. until all nine (9) Agreements are represented.” We believe the above statement is contradictory to typical NJDOT’s selection guideline of selection of any firm within the top 5% rather than limiting to the highest ranked firms. The same procedure of top 5% was also used in TP-129 and TP-142, which were also term agreements. Please confirm that same procedure is applicable and the above quoted statement will be clarified.

 

Answer 6: The statement “The Firm with the highest evaluation score will be selected first, followed by the second ranked firm etc. until all nine (9) Agreements are represented.” Is hereby removed from the last page of Solicitation #172.

 

Question 7: Should the Project Approach narrative follow the same format as required for the design project proposals (i.e., single sided, 8-1/2" x 11" sheets in length, font size of no less than 11 points, 1/2” border all around and no more than 60 lines per 10 inch of page height, 2 column format and in portrait orientation) or can we use a format of our own?

 

Answer 7: The narrative should follow the same format as required for the design project proposals single sided, 8-1/2" x 11" sheets in length, font size of no less than 11 points, 1/2” border all around and no more than 60 lines per 10 inch of page height, 2 column format and in portrait orientation and be limited to 2 pages. However, ensure it to be in a readable font.

 

Question 8: Should we provide New Jersey Business Registration Certificates for all members of the team, even if they are not providing resumes (including SBE and non-SBE subs)?

 

Answer 8: Prior to execution of agreement Business Registration Certificates are required of each Consultant Firm named in the proposal. However, they are not required at the time of submission.

 

Question 9: Section 12 of Evaluation Criteria calls out following: “Enclose a 2 page Project Approach narrative demonstrating the firm’s understanding of potential problems for each of the key issues, and solutions for the same.” Can you clarify if the two pages can be attached at the end of the evaluation criteria form OR it needs to be filled out within Section 12?

 

Answer 9: The two pages should be attached at the end of the Evaluation Criteria.

 

Question 10: We have been submitting Construction Inspection Technical Approach Narrative’s for years in Landscape format to match the format of the actual evaluation sheets. A previous question stated it has to be in portrait format. Can we still use the Landscape format we have always used with single sided, 8-1/2" x 11" sheets in length, font size of no less than 11 points, 1/2” border all around and no more than 60 lines per 10 inch of page height, 2 column format?

 

Answer 10: Landscape is OK.

 

Question 11: The Chapter 51 “Pay to Play”, Ownership Disclosure, & Investment Activities in Iran Forms are required by the Prime Consultant to accompany the proposal. Out of these 3 forms, which are required by the sub-consultant(s)?

 

Answer 11: At the time of submission only the prime is responsible for these forms. Prior to agreement execution both prime and sub consultants are required to submit New Jersey business registrations.
