Question 1: Can a firm submit as a prime and also be a subconsultant for another consultant’s submission?
Answer 1: A prime can ONLY be a prime and NOT a sub consultant. A sub consultant can be sub consultant on as many projects as they want.
Question 2: Tru-Traffic is not a commonly used traffic analysis software at NJDOT. Can experience with a similar traffic analysis software package, such as Synchro, be shown as an alternate qualification?
Answer 2: Experience other than Synchro must be shown for a similar software as Synchro Experience is already listed in.
Question 3: Is experience with a particular “Statistical Analysis/Tool” being requested for the Data Collection Team Leader?
Answer 3: Yes, because it is anticipated that the Data Collection Team Leader will be doing the data analysis; however, Traffic Engineering Team Leader can be shown to have that instead if that is the person doing the statistical analysis or using the tool.
Question 4: Please define IPA as referenced in Section 13 “This is not the intent to revise the IPA.
Answer 4: IPA means Initial Preferred Alternative.
Question 5: Is Section 13 (Innovative Project Delivery Techniques) intended for this proposal? There is not a known IPA for this type of project.
Answer 5: Yes, the innovative project delivery techniques includes cost savings in data collection and reduction in schedule for faster delivery of the project. Also, one Project Delivery Technique can also include tested and proven technology that can be utilized on the projects to improve quality of data/project.
Question 6: Does the Department require the Prime Consultant to identify the outside vendor or subconsultant capable of performing the bench testing as part of this Proposal? If so, should this be identified as part of the organizational chart?
Answer 6: They can identify an outside vendor or sub-consultant capable of performing bench testing, as this is considered non-engineering work and the vendor/sub-consultant can be listed as a direct expense, as long as they are on the organizational chart.
Question 7: Considering the recent and current storm events, throughout the Northeast region, and the ongoing state emergency actions to recover power and clean roads from down trees and power line, would NJDOT allow an extension for the submission of proposal for TP174?
Answer 7: The closing date has been extended to Friday, March 23, 2018.
Question 8: On page 3 of the Technical Proposal Instructions, it states to include for Part 5, Section 11, Critical Path Model, a schedule using Primavera or equivalent. However, on Table A of the Evaluation Criteria, it says “NR” for Critical Path Model. So our question is do we need to provide a critical path model or not?
Answer 8: The Critical Path Model not a requirement due to the nature of this Technical Proposal.
