Question 1: Can someone with a PhD in Civil Engineering Department, MS and BS in geological engineering and NJ Professional Engineer (Civil) meet the full qualification requirement asked for BS Civil Engineering for the Project Manager and the Pavement Task Leader?
Answer 1: It is a business decision of your firm to propose the most qualified individual for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.
Question 2: As it pertains to Project Management and Team Leader/Key Staff Similar Project Experience, can a Term Agreement (including all task orders performed under it) be used as one project?
Answer 2: Yes, as it pertains to Project Management and Team Leader/Key Staff Similar Project Experience, a Term Agreement (including all task orders performed under it) CAN be used as one project, but it is NOT REQUIRED.
Question 3: Up to how many projects will be evaluated for each Team Leader? Note that the Evaluation Criteria indicate a maximum of 4 projects, while the Instructions indicate 3 projects.
Answer 3: Up to FOUR (4) projects will be evaluated as indicated in the Evaluation Criteria.
