Question 1: What is the duration of the TP-181 Project?
Answer 1: The completion date for the project is August 17, 2019.
Question 2: On the bottom of page 5 of the solicitation, I am directed to the forms page which has several documents listed. The solicitation requests the Ownership Disclosure Form and Investment Activities in Iran Form. Do you require inclusion of the additional forms listed on the web? For example, the Disclosure of Investigations and Other Actions form, political contribution disclosure form, etc. Please verify the forms you require to be included.
Answer 2: Only the "Ownership Disclosure" and "Disclosure of
Investment Activities in Iran" forms are required.
Question 3: On Page 1 of the Evaluation Criteria Form, “NICET III (Bridge Const.)” is listed for both positions, is a NICET III Transportation Engineering Technology in Highway Construction acceptable?
Answer 3: Yes.
Question 4: Is it acceptable to simply name the DBE/ESBE firm or do they need to be listed and scored as one of the key staff?
Answer 4: It is up to the Consultant Firm on how to achieve the required DBE/ESBE goal. In Section 2 of the Evaluation Criteria Forms, each DBE/ESBE firm must be identified in achieving the goal.
Question 5: If we partner with a non-DBE firm for an additional inspector, do we have to name a DBE firm we will utilize to meet the 12.44% or can we simply state a DBE will be utilized to meet the goals?
Answer 5: It is up to the Consultant Firm on how to achieve the required DBE/ESBE goal. In Section 2 of the Evaluation Criteria Forms, each DBE/ESBE firm must be identified in achieving the goal.
Question 6: Is it allowable for the ESBE firm to provide a non-rated Schedule Reviewer and construction inspection support as-needed to meet the 12.44% ESBE goal?
Answer 6: Yes.
