Freight Performance Measures

The primary objective is the integration of the freight system performance measures into the Freight Management System (FMS) software tool and consequently the New Jersey Department of Transportation’s (NJDOT) Planning and Capital Programming process. The FMS software tool enhancement will ensure that NJDOT meets Federal Highway Administration (FHWA) requirements to assess freight movement on the roadway system. This will be accomplished by:

  • Developing a methodology to assess freight movement on the interstate system based upon freight system performance measures defined by FHWA.
  • Developing a freight performance dashboard within the FMS software tool to monitor performance for the freight network that includes the National Freight Network, New Jersey Access Network and intermodal connectors.

The performance measures to be quantified include the following:

  • Truck Travel Time Reliability
  • Mileage uncongested
