The IROC is accessed through the Employers Pension Information Connection (EPIC), the secure and fast method for pension information and processing. The Certifying Officer at your employing location has the ability to grant IROC access to other staff persons by using the “Security” function in EPIC.

If you have questions about how to use EPIC, please contact the Division’s Employer Education Unit for EPIC help at (609) 292-7524. You can also get help from the Division’s Web site at:http://www.nj.gov/treasury/pensions/epickit.htm or by clicking the “EPIC User’s Guide” button on your EPIC home page.

  1. The Certifying Officer and Supervising Certifying Officer are the only persons to receive correspondence about IROC;

    Also attached is Fact Sheet #77, The Quarterly Report of Contributions, which contains general information on completing and submitting the IROC.

  4. A “Print” button is available on the IROC main page. You may create a print copy of your Report at any time before, during, or even after you have completed the ROC. Just click “Print” at the top of the main page and you will get your print copy. This feature also is useful for printing copies of Reports of Contributions completed for earlier quarters.

Employers who use the IROC have reported that this method is easier and much more efficient; for many it reduces the completion time by half or more. If you are new to using the IROC, it will only take a few minutes to learn the new method and we believe you will find it very much worth your while.

At the Division, we truly appreciate the dedication and hard work you bring to your job administering your employees’ pension and benefits. SUBJECT: SHBP Open Enrollment Health Benefits Training — Important Plan Changes for Plan Year 2016

The Division of Pensions and Benefits is presenting employer training Webinars for the State Health Benefits Program Annual Open Enrollment. 

Of particular note for the 2016 plan year are new plan choices for participants in the SHBP.  New SHBP plans with lower monthly premiums will replace the Aetna and Horizon HMO’s 1525, 2030, and 2035; SHBP members will have a choice of providers in new Tiered Network Plans and will pay less if enrolled with Tier 1 providers; and other changes are coming for copayments and out-of-pocket costs for SHBP covered services such as emergency room visits and chiropractic and acupuncture visit.

The Webinars are tailored to your benefits program and employer type.  Please be certain to enroll in the webinar appropriate to your employees’ coverage.

The IROC is accessed through the Employers Pension Information Connection (EPIC), the secure and fast method for pension information and processing.  The Certifying Officer at your employing location has the ability to grant IROC access to other staff persons by using the “Security” function in EPIC.

If you have questions about how to use EPIC, please contact the Division’s Employer Education Unit for EPIC help at (609) 292-7524.  You can also get help from the Division’s Web site at: http://www.nj.gov/treasury/pensions/epickit.htm  or by clicking the “EPIC User’s Guide” button on your EPIC home page.

  1. The Certifying Officer and Supervising Certifying Officer are the only persons to receive correspondence about IROC; 

  2. Because the Certifying Officer is authorized to grant IROC access to the staff person who does the report, you should ensure this staff person has EPIC access and is familiar with its use;

A “Print” button is available on the IROC main page.  You may create a print copy of your Report at any time before, during, or even after you have completed the ROC.  Just click “Print” at the top of the main page and you will get your print copy.  This feature also is useful for printing copies of Reports of Contributions completed for earlier quarters.

Employers who use the IROC have reported that this method is easier and much more efficient; for many it reduces the completion time by half or more.  If you are new to using the IROC, it will only take a few minutes to learn the new method and we believe you will find it very much worth your while.

The Division of Pensions and Benefits is posting new hours for in-person counseling at its Trenton, New Jersey office. 

Beginning May 1, 2015, counselors will be available for scheduled appointments from 8:00 a.m. to 4:00 p.m., Monday through Friday* (with the last interviews taken at 3:30 p.m.).  Reception desk hours will be 8:00 a.m. to 4:30 p.m., Monday through Friday*.

Telephone counseling hours at (609) 292-7524 remain unchanged at 7:30 a.m. through 4:30 p.m., Monday through Friday*.

*Except State holidays.

When issues arise that warrant the time and attention of a pension counselor, active or retired members (or beneficiaries) should schedule an appointment with the Division of Pensions and Benefits.  Scheduled appointments curtail long wait times and shorten the overall time when visiting our office.

Counseling appointments should be made for detailed assistance with:

      — Purchase of Service Credit

      — Retirement Counseling

      — Disability Retirement Counseling

      — Death Claim Assistance

      — Retired Health Benefits Issues

      — Active or Retired Pension Account Discrepancies

Appointments are scheduled online through the Division of Pensions and Benefits Web site at: www.state.nj.us/treasury/pensions   At the home page, click on “Schedule a Counseling Appointment” and follow the instructions.

Basic membership information is requested when submitting the appointment request so that counselors are better prepared for member visits. When the registration is complete, members receive confirmation of the scheduled appointment via e-mail. 

Because counselors are booked for a specific appointment time, we ask that members arrive for check-in prior to their scheduled time so the appointment can begin when scheduled.  Late arrivals may not be able to be seen when scheduled, and can experience significant waiting times for an available counselor. 

Selected "quick services" at our Reception desk — like picking up a fact sheet or the drop-off of a document or properly completed form — are available without an appointment.  Reception desk hours are 8:00 a.m. to 4:30 p.m., Monday through Friday. 

Walk-in clients without an appointment may still be able to speak with a counselor on a limited first come, first served basis when appointment schedules allow.  However, it cannot be guaranteed that late-arriving walk-ins will be able to see a counselor. 

Therefore, when a member needs the time and attention of a pension counselor, it is highly recommended that they schedule an appointment to avoid a long wait time.

Enrollment Overview, Benefits Overview, Employer Responsibilities and Online Systems: This employer training session covers enrollment rules and procedures for PERS, TPAF and DCRP and presents a brief overview of the benefits of each of the plans. We introduce the Employer Pensions and Benefits Information Connection (EPIC) where employers can access employees' pension account information for processing and inquiry. We also introduce the Member Benefits Online System (MBOS), which allows employees and retirees to access their own accounts. Unlike training for Local Education and Local Government Employers, this training for State Employers is only one session.

TO: Certifying Officers of the Judicial Retirement System (JRS), the Workers’ Compensation Judges (WCJ) Part of the Public Employees’ Retirement System (PERS), and the Office of Administrative Law (OAL)

FROM: The New Jersey Division of Pensions and Benefits

SUBJECT: Special Provisions Related to JRS, PERS Judges of Workers’ Compensation, PERS Administrative Law Judges and Bona Fide Severance of Employment

The attached Certifying Officer letter supplements that of August 22, 2014, and addresses the special provisions for retired members of the Judicial Retirement System (JRS), the Workers’ Compensation Judges Part of the Public Employees’ Retirement System (PERS), Judges of Workers’ Compensation enrolled in the standard PERS and Administrative Law Judges (ALJs) enrolled in the PERS in regards to post-retirement employment.

Certifying Officers should forward this message to their human resources staff, benefit administrators, and any other staff members responsible for the administration of pension and health benefits for employees.

Loan repayment provisions and the taxability of pension are discussed along with health benefits coverage in retirement. As time permits, the workshop concludes with a question and answer period.
