About The Dependent Eligibility Verification Audit (DEVA)

  • The Dependent Eligibility Verification Audit (DEVA) was conducted by the Division of Pensions and Benefits to ensure that only eligible dependents are covered under the State Health Benefits Program (SHBP) and School Employees’ Health Benefits Program (SEHBP).

  • The audit required employees and retirees who cover dependents in the SHBP or SEHBP to provide specific documentation Adobe PDF (65K) to verify that persons listed as eligible dependents met the standards for dependent coverage under the SHBP or SEHBP.

  • Only individuals who meet the definition of an eligible dependent are permitted to receive benefits under the SHBP or SEHBP. Individuals who either self-identified or were deemed ineligible were terminated from coverage. Dependents may have also been deemed ineligible and terminated from coverage due to a member's noncompliance with the audit (see appeal informaton below).

  • The SHBP/SEHBP health care consultant, Aon Consulting, performed the audit on behalf of the Division of Pensions and Benefits — as required by State law and under the direction of the State Treasurer. The charts provided below outline Aon's notification and due dates for required documentation.
