Joseph Ripa

Joseph Ripa, a lifelong resident of Camden County, graduated from Camden High School in 1957 and studied labor relations at Rutgers University. He and Esther, his wife of more than 42 years, raised two daughters, Kelly and Linda and are proud grandparents of Michael, Sergio, Lola Grace and Joaquin.

After serving in the U.S. Army, Ripa began a long career in public transportation. In 1983, Joe was elected Vice President of the Amalgamated Transit Union Local 880. By 1991, he had become president and Business Agent.

He has served as Vice President of the Central Labor Council of Camden and Gloucester Counties, on the Board of Directors of the Union Organization for Social Service, and Treasurer and Manager of the People's Transport Federal Credit Union.

He has also served as Chairman of the South Jersey Labor Council, a Trustee of Camden County College, a member of the New Jersey Transportation Trust Fund Authority and as a volunteer for the United Way.

Ripa resides in Berlin Borough. He was sworn-in as a Camden County Freeholder in January 2004. In June 2009, he was appointed as Camden County Clerk.


Robert A. Briant, Jr.

Statutory Representative of Transportation Firm

 

Robert A. Briant, Jr. is the CEO of the Utility and Transportation Contractors Association (UTCA) that represents approximately 1,000 member firms active in all phases of heavy, transportation and utility construction throughout the State of New Jersey. Mr. Briant also held the positions of Associate Executive Director and Executive Director at the association prior to his current position. During his 24 years with UTCA, Mr. Briant was active in labor negotiations and mediation, construction claims resolution, permit acquisition, and various State and federal regulatory issues that affect the infrastructure industry.

Mr. Briant was appointed by former Governor Christine Whitman to the Vietnam Veterans Memorial Commission in August of 1994 to December 1997. He also has served on various committees and advisory boards related to the construction industry. Mr. Briant served as an elected Councilman in the Borough of Manasquan from 2000 to 2005 where he currently resides with his wife Deborah and children, Colin and Hannah. Mr. Briant received his B. A. degree in Political Science.

Thomas Canto, a lifelong New Jerseyan and graduate of Ewing Township High School, underwent a 5-year carpentry apprenticeship that began in 1968 at the Mercer County Vocational School while, at the same time, serving in the New Jersey National Guard as a Staff Sergeant.  In 1969 he became a member of Carpenters Local Union No. 31 and for 22 years served his home local as not only an active member but, also, as Apprentice Committeeman, Recording Secretary, Vacation Trustee and Council Representative.  In 1982 he graduated from the George Meany Center for Labor Studies.  Tom’s hard work and dedication to the Brotherhood was recognized in 1996 with his appointment to Executive Secretary-Treasurer and Business Manager of the New Jersey Capitol Regional Council, which he served until 2002 when the four New Jersey District Councils merged into one New Jersey Regional Council of Carpenters, which Tom presently serves as Executive Secretary-Treasurer to 17,000 carpenter members.  He also sits on the Executive Finance Committee and Board of Trustees of the New Jersey Carpenters Funds as well as Vice President of the State Building Trades.  Over the last 22 years Tom has held many other seats including Board Member of the Mercer County Vocational School, Mercer County Building Trades Council, Occupational Education Task Force-NJ Employment Training Commission, NJ State Council of Carpenters, NJ Capital Area Chapter of the American Red Cross and the George H. Laufenberg Scholarship Fund as well as Citizen Committee on Permit Coordination, which he was appointed to by Governor Kean.  Tom is presently a member of the Benevolent and Protective Order of Elks of Lacey Township as well as Executive Secretary-Treasurer of the New Jersey Regional Council of Carpenters.



Vivian Altman

Vivian Altman has been an investment banker in public finance for over 26 years, serving a wide range of clients including state and local governments and authorities. She is presently the President and CEO of the Township of Edison Economic Development Council. In 1994 she was appointed to the Board of the New Jersey Educational Facilities Authority and in 1995 became its Vice Chair. In 1999, Ms. Altman was elected by NJEFA's Board to serve as Chair, and she continues to serve in this capacity today. Ms. Altman also serves on the Board of the CARES Foundation, a support and advocacy organization for families affected by the genetic disease, Congenital Adrenal Hyperplasia.

Ms. Altman earned an M.A. Degree in Economics from the University of Pennsylvania and received her B.A. Degree in Economics from Barnard College.

Louis A. Giammarino

Mr. Giammarino is a graduate of Union High School in Union, New Jersey.  Upon his graduation from High School, he enlisted in the United States Marines Corps.  During his enlistment, he served a tour of duty with the 1st Marine Division in the Republic of Viet Nam from February 1970 – February 1971.  Related to that tour, he was awarded by the Marines with a citation and the Navy Achievement Medal with Combat V.  In June of 1971 at the rank of Corporal, he received an Honorable Discharge and later that same year joined Laborers Local 472 in Newark, New Jersey.

After working in the field on various construction projects, Mr. Giammarino became a Business Representative for the local in 1986, and in 1991 he began serving as a Trustee on their multi-employer benefit funds.  During his tenure, he also has served as Local 472’s Recording Secretary, its President, and ascended to Local 472’s highest position of Business Manager in August, 2006.  Later that year, Mr. Giammarino became Co-Chairman of their jointly managed employee benefit funds.  Currently, he serving as Business Manager for the statewide New Jersey Heavy and General Construction Laborers District Council; and was recently elected as the Vice-Chairman of the Laborers Eastern Region Organizing Fund (LEROF) whose mission it is to expand the membership base of the Laborers in New Jersey.  He also serves as a Commissioner on the Essex County Improvement Authority.

On a personal level, he served as an assistant coach of various youth sports leagues in West Orange, New Jersey when his three children were young.
