The Division of Marketing and Development is authorized by the Milk Control Act State of New Jersey to effectuate the orderly flow of milk from the farm to the consumer. The Division is assigned the authority to regulate and license all outlets that sell or distribute milk in the state as part of a program to ensure a stable, competitive milk marketing system. The Division also oversees programs that promote the consumption of milk and dairy products.

- Enforcement
The Division of Marketing and Development is responsible for the enforcement of the rules and regulation that pertain to the New Jersey Milk Control Law. As part of this effort, through the licensing of processors, dealers and stores, consumers are provided the assurance of a continual supply of milk and milk products. Field Investigators monitor the industry for accuracy in measuring, sampling, advertising and pricing of milk and milk products. Violations found during these field investigations are corrected to provide assurance of a competitive fair market of milk and milk products.

New Jersey Dairy Producers pay 15 cents per hundredweight for milk promotion: 10 cents is retained for New Jersey Promotion and the remaining 5 cents is used for national promotion activities. The North Jersey Dairy Council oversees the appropriate expenditure of money from milk marketed through the northern section of the state. Expenditure of funds from milk marketed through the southern portion of the state is controlled by the national promotion board and is allocated by such.
