From 1970 to 1974, he served as executive director of the New Jersey Housing Finance Agency, in which capacity he had been instrumental in increasing the number of units built in the State and in developing new approaches to housing construction.

A World War II veteran, Renna received his bachelor’s degree in business administration from Rutgers University. From 1968 to 1970, he served as Essex County purchasing director.  Both prior to and after his service as Commissioner, he served as Essex County Republican chairman.
