Air Laboratory Certification |
Effective October 20, 2003, NJAC 7-18, "Regulations
Governing the Certification of Laboratories and Environmental
Measurements," was modified to include oversight
of air pollution samples. NJAC 7:18-2.2 states, "No
laboratory other than a certified laboratory shall analyze
samples for the purpose of establishing compliance with
any regulatory program." The regulation provides
for a phase-in period for air pollution samples, provided
that the laboratory submits an administratively complete
application within 180 days of the regulation effective
date (which would work out to April 17, 2004). The laboratory
would then be granted a temporary approval, good for
one year, to allow for them to complete the certification
process. If the laboratory fails to meet these timelines,
the phase-in period is forfeited (NJAC 7:18-2.6(c)).

Effective April 18, 2004, all stack test analytical
samples analyzed for the affected methods must be performed
by a NJ Certified laboratory.
