Abstract:
The Legislative District polygon spatial layer Govt_admin_legdis (fka Legdis) was created to identify the legislative districts for New Jersey. The spatial data are based on the NJ Municipal Boundaries layer Govt_admin_municipal_bnd (fka nj_munis). Information on senators and assembly members is derived from the legislative roster provided by the NJ Office of Legislative Services.
Purpose:
To provide current legislative boundaries for New Jersey and information about legislative representation.
Supplemental_Information:
This feature class represents the Legislative District boundaries for New Jersey, 2011 - 2020. It is derived from the official version released by the 2011 redistricting round of the NJ Apportionment Commission, but is not the same as that version. The official version is based on geographic and demographic data from the US Census Bureau, 2010 census.
This version recreates the district boundary locations using the more-accurate GIS municipal boundary layer nj_munis (now known as Govt_admin_municipal_bnd.) District split lines through Newark and Jersey City are based mainly on NJDOT street data or City of Newark street data.
Attribute data in this feature class have been added from the NJ Legislative Roster supplied by the Office of Legislative Services. These data are updated as they are received from OLS; typically there is a lag between changes and these updates.
More extensive NJ Legislative Roster information is published separately, and can be joined to the feature class on the padded district identifier.

District assigments were checked by overlaying this data set on the layer approved by the Apportionment Commission and inspecting the district labels. Other attribute data were joined from updated roster table and were spot checked only.
Logical_Consistency_Report:
Most of the district boundaries are based on municipal boundaries as mapped by the NJ Office of GIS in 2011. District split line through Newark based mostly on street data from the City of Newark, except for the northernmost segment which is based on NJDOT streets. District split line through Jersey City based mostly on NJDOT streets.
Completeness_Report:
All districts and members of the state legislature are represented. Data set covers the entire geographic extent of New Jersey.

The edited version of nj_munis was copied and the following operations performed: 1) Build topology for the feature class, requiring no gaps or overlaps. Check for errors and correct as required (gap between Montville and Fairfield Twp was merged with Montville.) 2) Delete Newark and Jersey City records 3) Append the four new polygons for the district portions of each of the above; 568 features. Enter correct district id. 4) Check topology again; no significant errors. 5) Eliminate extraneous attributes (old pop figures, etc). 6) Dissolve on district id. Overlay on Apportionment Commission data and check for correct approximate area and id of districts by examination on map.

Split lines were created for Newark and Jersey City, for the boundary between the two districts splitting each of these municipalities. The lines were created by copying line segments or split line segments from NJDOT streets (NJ_ROADWAY_NETWORK), line segments from City of Newark streets (Newark_streets.shp), split line segments from the data published by the Apportionment Commission (DistrictBoundaries_Adopted04032011.shp), and minor manual digitizing over 2007 high resolution orthophotography. Source records were maintained for each segment. Each line was checked for continuity and repaired as necessary. Then each was augmented with lines outside the municipality to form a closed ring and converted to a polygon. Each polygon was used to clip and to erase the applicable municipality from nj_munis as edited, yielding two district records for each of Jersey City and Newark.

PDF list of districts by municipalitiy, published by the NJ Department of State shortly after release by the Apportionment Commission, was downloaded and extracted to text. The extract was then edited, imported to MS Access, and edited further, to produce a list with municipalitiy names that would match those in table extracted from nj_munis. GNIS identifier attribute was added to the district list and filled in via join on names. Thirty duplicate-name records were then edited manually to enter the correct GNIS identifier. The following were the duplicates that required correction: Fairfield Township (Cumberland, Essex counties) Franklin Township (Somerset, Hunterdon, Gloucester, Warren counties) Greenwich Township (Cumberland, Gloucester, Warren counties) Hamilton Township (Atlantic, Mercer counties) Hopewell Township (Mercer, Cumberland counties) Lawrence Township (Cumberland, Mercer counties) Mansfield Township (Burlington, Warren counties) Monroe Township (Gloucester, Middlesex counties) Ocean Township (Ocean, Monmouth counties) Springfield Township (Union, Burlington counties) Union Township (Union, Hunterdon counties) Washington Township (Bergen, Burlington, Gloucester, Morris, Warren counties) The table structure was then re-created in geodatabase-compliant format and the data loaded into it. Join on GNIS was tested by querying for name mismatches to nj_munis. No mismatches (other than alternate abbreviations) were found.

Data structure created by NJDEP DOIT BGIS was copied. An ArcSDE view that joined nj_munis - based district boundaries with an up-to-date roster table provided by the NJ Office of Legislative Services was used to append records to the empty feature class. Acreage and square mileage were then calculated from the automatically-generated square footage area. A field was added and filled for padded identifier. The "ID" field was cleared by filling with zero-length string, preparatory to deprecation. Metadata were edited substantially.
