Abstract:
This data layer is a depiction of the boundaries of CAFRA centers, CAFRA cores, CAFRA nodes, mainland coastal centers, and non-mainland coastal centers used in CAFRA permitting by the NJDEP. CAFRA centers, cores and nodes are those centers, cores and nodes, respectively, that have been adopted by the State Planning Commission and reviewed and accepted by the Department for the purposes of CAFRA. The Department delineated mainland and non-mainland coastal centers, based in part on centers identified in the 1992 State Development and Redevelopment Plan, where the State Planning Commission had not yet designated centers. Delineations were digitized over 1991 orthophotography at a minimum scale of 1:12,000. 1995 orthophotography was used to spot check ground conditions. Certain mainland coastal centers expired on March 15, 2007 in accordance with the Coastal Zone Management rules at N.J.A.C. 7:7E-5B.6. However, the Permit Extension Act extended their expiration until July 1, 2010 subject to certain conditions. As a result, the expiration of the following 12 mainland coastal centers was extended until July 1, 2010: Egg Harbor coastal town, Egg Harbor Township; Town Bank/North Cape May coastal town. Lower Township; Cape May Court House coastal regional center, Del Haven coastal village, Goshen coastal hamlet, Green Creek coastal hamlet, Rio Grande coastal regional center, Swainton coastal hamlet, and Whitesboro/Burleigh coastal village, Middle Township; Barnegat coastal town, Barnegat Township; Toms River coastal regional center, Toms River Township; and Lakewood coastal regional center, Lakewood Township. The mainland coastal centers of West Atlantic City coastal town, Egg Harbor Township and Schellenger's Landing coastal town and Villas coastal village, Lower Township expired on March 15, 2007. These coastal centers are located wholly within environmentally sensitive areas identified under the Act and therefore their expiration was not extended. The official description of the mainland coastal center boundaries is the written description posted on the Department's Permit Extension Act web page <http://www.nj.gov/dep/opppc/extension.htm>. The description of the non-mainland coastal center boundaries is the written description in Appendix 3 of the Coastal Zone Management rules, N.J.A.C. 7:7E. Boundaries of centers, cores and nodes within the CAFRA area were clipped from the 2001 State Plan Policy Map (cenline2, nodes and cores shape files), as amended through May 18, 2010 and form the boundaries of CAFRA centers, cores and nodes. In 2004, the State Planning Commission adopted rules that set expiration dates for certain State Planning Commission designated centers and cores that were not approved through the plan endorsement process. The expiration dates of these designated centers and cores were modified by operation of law by enactment of the Permit Extension Act of 2008. As a result, certain State Planning Commission designated centers and cores that consisted entirely of environmentally sensitive areas expired in their entirety. Environmentally sensitive portions of other designated centers and cores also expired. In response to the expiration of all or portions of these State Planning Commission designated centers the Department repealed all or portions of the CAFRA centers that correspond to these expired State Planning Commission centers. These areas reverted to the Coastal Planning Area that corresponds to the underlying State Plan Planning Area. The following CAFRA centers were repealed in their entirety: Laurel Lake CAFRA village and Port Norris CAFRA village Commercial Township; and, Delmont CAFRA village, Dorchester-Leesburg CAFRA village, Heislerville CAFRA village and Port Elizabeth Bricksboro CAFRA village, Maurice River Township. Portions of the following CAFRA centers and cores were repealed: Oceanville CAFRA village, Smithville CAFRA town, Smithville CAFRA core, and Wrangleboro CAFRA town, Galloway Township; Wildwood City/North Wildwood City/Wildwood Crest Borough/West Wildwood Borough CAFRA regional center, Wildwood City, North Wildwood City, Wildwood Crest Borough, West Wildwood Borough; Cape May City CAFRA town, Cape May City; Cape May Point CAFRA village, Cape May Point Borough; Bridgeton CAFRA regional center, City of Bridgeton; Cedarville CAFRA village, Lawrence Township; Millville-Vineland CAFRA regional center, Millville City and Vineland City; Mauricetown Station CAFRA hamlet, Maurice River Township; Atlantic Highlands CAFRA town, Atlantic Highlands Borough; Long Branch City CAFRA regional center, Long Branch City; Manasquan Borough CAFRA town, Manasquan Borough; and Red Bank CAFRA Regional Center, Red Bank Borough.
Purpose:
Centers and cores encompass areas of compact, mixed-use development and include adjacent areas for imminent growth where there are no significant environmental features. Nodes are concentrations of facilities and activities that are not organized in a compact form. Centers, cores and nodes are one component of regulations adopted by the NJDEP, pursuant to CAFRA. The impervious cover limits and vegetative cover percentages for proposed developments requiring a CAFRA permit are determined by the location of proposed development within a Coastal Planning Area, CAFRA center, CAFRA core, CAFRA node, mainland coastal center or non-mainland coastal center. N.J.A.C. 7:7E-5B.4, 5B.5 and 5B.6 set forth the impervious cover limits and vegetative cover requirements for a site in the CAFRA area. There are five types of CAFRA centers: urban centers, regional centers, towns, villages and hamlets; four types of mainland coastal centers: regional centers, towns, villages and hamlets; and three types of non-mainland coastal centers: regional centers, towns, and villages. Each has associated with it a corresponding, pre-determined impervious cover limit and vegetative cover requirement.

Environmentally sensitive areas defined under the Permit Extension Act and those identified at N.J.A.C. 7:7E-5B.6(e) have not been clipped from the mainland coastal center boundaries. The non-mainland coastal center boundaries are an approximation of the official verbal description found in Appendix 3 of the Coastal Zone Management rules.

I. Description of Data to be Provided.
The data provided herein are distributed subject to the following conditions and restrictions.
SUBJECT DATA LAYERS
For all data contained herein, NJDEP makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. NJDEP assumes no responsibility to maintain them in any manner or form.
II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see Section 1.14 CROSS-REFERENCE). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.

Protocol for mapping mainland and non-mainland coastal center boundaries: The Department defined mainland and non-mainland coastal center boundaries through the use of readily identifiable natural and cultural features. Digitizing was preformed utilizing the 1995 ortho-photography. For the non-mainland coastal centers, the boundaries are largely coincident with municipal boundaries. Non-mainland coastal centers were updated by edge matching to NJDEP municipal boundaries by a snap function.
