PUBLIC NOTICE: NJDEP SEEKS APPLICATIONS FOR $10 MILLION IN STORMWATER COMPETITIVE GRANTS AND RESILIENCE/STORMWATER UTILITY FEASIBILITY TECHNICAL ASSISTANCE GRANTS

Water Infrastructure Investment PlanAs part of its comprehensive efforts to improve water quality and mitigate the worsening impacts of flooding caused by climate change, the New Jersey Department of Environmental Protection (NJDEP) has announced it is seeking applications for $10 million in grants to modernize stormwater management systems and to provide technical assistance to municipal, county and utility authorities to plan to become more resilient, including conducting studies on the feasibility of forming stormwater utilities and resilience planning for local governments impacted by Tropical Storm Ida, that will focus on strategies to better manage the impacts of stormwater.

Stormwater Competitive Grant Program ($7 million)
NJDEP is using money from the state’s Corporate Business Tax and Coronavirus State Fiscal Recovery Fund (SFRF) to fund the $7 million Stormwater Competitive Grant Program. Grants are open to any property owner and will be used for Green Infrastructure, Stormwater Asset Management Planning, Existing Infrastructure Enhancement, and Removal and Restoration of Impervious Areas.
NJDEP has issued a Request for Proposals (RFPs) to solicit applications for eligible projects. The deadline for submitting proposals is midnight September 14, 2022. Proposals must be submitted electronically using NJDEP’s System for Administering Grants Electronically (NJDEP SAGE) at https://njdepsage.intelligrants.com. Registered users will log on and the listing for this RFP will be under, “View Available Opportunities,” Stormwater Assistance and Grants 2022.  Information on how to register and use NJDEP SAGE will be provided at the public information session.    


Stormwater Utility Feasibility Study Technical Assistance /Stormwater Resilience Planning ($3 million)
NJDEP is using another $2 million from the Corporate Business Tax to fund Stormwater Utility Feasibility Study technical assistance to help municipalities, counties and public utility authorities work with professional contractors for the DEP to conduct comprehensive feasibility studies of forming stormwater utilities as authorized by the Clean Stormwater and Flood Reduction Act. Proactive local action that addresses both new and existing infrastructure is necessary and stable funding generated from the creation of stormwater utilities will ensure that stormwater infrastructure will be maintained, operated and upgraded as conditions and communities change. Grants are capped at $100,000 for municipal studies and at $250,000 for regional studies.

Another $1 million is available through the Resilient NJ program for resilience planning for local governments impacted by Tropical Storm Ida in September 2021. The DEP will provide technical and planning assistance to develop community-led resilience action plans that result in comprehensive climate resilience action.
