DESCRIPTION 1.2.1. ABSTRACT Topographic elevation contour lines for New Jersey have been assembled for use in Geographic Information Systems (GIS). These data are georegistered to the NAD83 N.J. State Plane Coordinate System and are based on: 1) the 1:100,000 scale, U.S. Geological Survey Digital Line Graphs (DLG-3) of topographical-relief contours (hypsography), and 2) a line coverage of the N.J. coastline and shoreline from the N.J. Department of Environmental Protection (NJDEP) data archives. Line values for topographic-elevation contours are given in integer meters and decimal feet. The contour interval for the coverage ranges from 5-meters in the south part of the State to 20-meters in the north part. The statewide coverage was assembled into a single coverage from 20 DLG-3 source files, then subdivided into a set of nine (9) 30-minute (longitudinal) polygons to facilitate data archiving and public access via the internet. 1.2.2. LIST OF FILES AND BRIEF DESCRIPTION 1.2.3.1 INFO FILES INFO files for a line coverage include the BND, TIC, and AAT files. Coordinates representing the map extent of the coverage are stored in the BND file. Tics are the registration or geographic control points for a coverage. All tic information for a coverage is stored in the TIC file. Descriptive data about arcs are stored in an arc attribute table (AAT). The INFO file properties are listed below. TYPE NAME NO. Each shapefile was compressed into a "zip" file to facilitate data archiving and public access. Each shapefile includes a shape file (*.shp), a database (*.dbf) file, and an index (*.shx) file bearing the shapefile's root name. NJDEP COASTLINE AND SHORELINE COVERAGE The coastline and shoreline components of this coverage stem from the NJDEP reference coverage /data/watcoast/coast/coast. 2.1.3. DATA ORGANIZERS G.C. Herman 2.1.4. DATE OF COMPLETION December 29, 1999 2.1.5. DATA AUTOMATION AND ACCURACY The digital files listed in section 2.1.2 are posted on the World-Wide-Web (WWW) in the U.S. Geological Survey Digital Line Graph (DLG-3)/Spatial Data Transfer standard (SDTS) format. Each file was downloaded from the Internet and saved to a local disk drive for processing. Each file contains a set of data dictionary files for up to four 15-minute data sets within each 30-minute x 30-minute geographic block. The U.S. Geological Survey provides a free ARC/INFO Arc Macro Language (AML) file, for automatically processing and appending separate data sets into a single ARC/INFO coverage. The WWW Universal Resource Locator (URL) address for obtaining the sdts2cov.aml (v.V2.0, 2/12/99) is http://mcmcweb.er.usgs.gov/sdts/midam/index.html. Sdts2arc.aml imports, builds, and attaches attributes from separate attribute modules to the coverage's feature attribute tables. A master data dictionary file must also be downloaded and made available for use during file processing in order for the AML to properly attach attributes to each data set. The master data dictionary was downloaded from the same USGS web page as the SDTS data sets. Please refer to the http://mcmcweb.er.usgs.gov/sdts/ web site for more information on SDTS standards and data availability, and the ftp://sdts.er.usgs.gov/pub/sdts/software/tools/arc_aml/sdts2cov.readme file for more information on obtaining and using the ARC/INFO AML for processing DLG-3/SDTS data. Each 30-minute x 30-minute coverage was processed using the ARC/INFO AML, then appended into a composite line coverage for the New Jersey region. Neatlines surrounding each data block were deleted. Contour lines for each data block were edgematched along the 30-minute x 30-minute boundaries by manually selecting, moving, and snapping the endpoints of lines (nodes). The combined coverage was saved and cleaned as a line coverage, then projected to the NAD83 State Plane Coordinate system. This coverage had a minimum elevation contour value of 5 meters along most of the state's coastline. Additional contours representing the State's coastline and shoreline were appended to the coverage (NJDEP 1986 coastline/shoreline reference boundary /data/watcoast/coast/coast). All coastline arcs along coastal and bay areas were calculated to a value of 0 meters (0 ft). The remaining arcs along the shoreline of the Delaware River were calculated to elevation values based on USGS 7-1/2' topographic quadrangles, starting at a point on the mainland at the northern mouth of the Salem River, Salem County. Elevation values were noted along the Delaware River where topographical elevation lines crossed the river. Line values for the shoreline were manually assigned a value using linear interpolation between noted positions. The resulting line coverage was rebuilt and clipped to the New Jersey political boundary derived from the NJDEP reference coverage /data/legalreg/staco. The ELEVATION_F INFO item was added to the arc-attribute table, and contour values were calculated to feet using the ELEVATION_M INFO item values. Final processing steps involved selecting all arcs, issuing the ARC unsplit command to reduce the number of contiguous arcs sharing common elevation values, and re-cleaning the coverage. The coverage accuracy reflects the accuracy of the data sources. The following excerpts are taken from the on-line User's Guide for the DLG data: The data are either manually digitized using equipment with a resolution of 0.001 inch and an absolute accuracy of from 0.003 to 0.005 inch, or are scanned on an automatic device with a resolution of 0.0013 inch (30 points per millimeter). The positional accuracy of the data and completeness of the file are checked by visually comparing proof plots with the original stable-base source material. These proof plots are generated using pen or electrostatic plotters with a resolution of 0.001 inch and an absolute accuracy of from 0.003 to 0.005 inch. Attribute accuracy -- DLG attribute codes are checked by software against a table of valid codes to ensure that each attribute in a file is valid for the category and element type to which it is assigned. Validating the codes for correct application is currently a manual process involving the correlation of formatted listings with proof plots and graphic displays. The nj100hyps coverage was compiled to meet the horizontal and vertical accuracy standards of the National Map Accuracy Standards for the 1:100,000 scale. ********************************************************* 3.
