[SRRA]: Clarification - Investigating Impacts to Surface Water

The Department announces the availability of administrative guidance entitled "Investigating Impacts from Contaminated Sites to a Surface Water Body. "This administrative guidance is available at www.nj.gov/dep/srp/guidance/#impacts_to_surface_water This administrative guidance does not contain new requirements; instead it clarifies and re-affirms SRWMP's current requirements related to investigating surface waters impacted by upland contaminated sites. Pursuant to the Site Remediation and Waste Management Program (SRWMP) enabling legislation, rules and implementing guidance, current and historic contaminant migration from all sites must be characterized and delineated to the extent of that site's contamination. This applies to potential migration of contamination from upland sites to nearby or adjacent surface waters, including, but not limited to, heavily industrialized urban rivers that may have become contaminated by numerous point and non-point discharges, are part of an ongoing study, or are associated with a CERCLA National Priority List (NPL) site.
