NJDEP Equipment Modernization Program (EMP)
The NJDEP Equipment Modernization Program, which provides funding for replacements of non-road construction equipment, will provide valuable reductions in particulate matter (PM), volatile organic compounds (VOCs), and nitrogen oxide (NOx), which are ground-level ozone precursors. Ground-level ozone contributes to a variety of health issues, particularly to children and the elderly with asthma or other breathing problems.
Grant money is currently available for non-road construction equipment replacements. NJDEP will reimburse grantees up to 25% for each project (not to exceed $100,000). The NJDEP Equipment Modernization Program will focus on:
- Construction equipment used on projects that are conducted in urban/sensitive areas;
- Construction equipment with the highest use;
- Older construction equipment

Last year, under NJDEP's current USEPA DERA grant, NJDEP has provided 5 grants for the replacement of non-road construction equipment totaling $218,126 in Federal funding. Under NJDEP's current FHWA CMAQ grant, NJDEP has provided 2 grants for the replacement of non-road construction equipment totaling $75,890.
