On December 27, 2000 the Department of Banking and Insurance (DOBI) and the Department of Health and Senior Services (DHSS) jointly issued Bulletin 00-17 advising all carriers to review their agreements to determine whether any subcontractor is an organized delivery system (ODS), and, if so, the carrier should alert the entity to the process outlined in the application and instructions attached to the Bulletin to file a preliminary application for licensure or certification, as appropriate. The Bulletin provides that those who may be required to become licensed or certified shall file a notice of intent to file a preliminary application for licensure or certification, as applicable, on or before January 17, 2000, with a completed application submitted within 30 days of the date of the Bulletin (that is, January 26, 2001).
Many entities that have filed a notice of intent with either DOBI or DHSS have requested an extension of time to file a completed application in consideration of the timeframes required by the Bulletin and the information required to be compiled and submitted. The Departments have determined that for these reasons, it is reasonable and appropriate to extend the deadline to file a preliminary application to April 27, 2001 for those entities that timely filed a notice of intent. An additional one-time 30 day extension beyond the April 27, 2001 deadline may be granted for good cause shown.
