Elba Deck is the Director of Finance and Administration for the Delaware River Basin Commission. In this role, Deck serves as a senior executive and leads the Commission’s Finance, HR, IT and Administrative teams.

Deck began her career in 1985 and has held various leadership roles in the financial services area. Prior to joining the Delaware River Basin Commission, she was the Assistant Corporate Controller of American Water and Chief Financial Officer of Image FIRST.

Deck holds a Bachelor of Science degree in Accounting from Rider University, a Masters of Business Administration degree in Finance from the Philadelphia University and is a Certified Public Accountant.
