Grant Opportunities

Career Advancement Voucher Program (CAVP)

Program Description/Objectives: The purpose of the CAVP is to offer eligible post-TANF recipients, who are employed, an educational or training opportunity by providing opportunities for upward career mobility.  CAVP is intended to foster career advancement to those post-TANF individuals who demonstrate that participation in such an activity will result in the potential for growth at their current job or increased potential for growth in a new job.  A voucher not to exceed $4,000 will be available for each eligible participant, with payments made directly to approved training providers.  A second voucher during the 24-month post-TANF benefit period is available if the previous course of study funded by the CAVP was successfully completed.

County Apprenticeship Coordinator (CAC)

Program Description/Objectives: The purpose of the CAC program is to assist students, youth and adults in accessing apprenticeship training programs; promote and expand apprenticeship training programs into new occupational areas; assist in the development of career ladders from high school to apprenticeship training and to related collegiate degree programs; and support the LWD’s responsibilities in the joint administration of the Apprenticeship Program. Funds support 19 county apprenticeship coordinator positions housed at the  county vocational schools and the community colleges.

Eligibility: County residents who want to pursue an apprenticeship through a county vocational school or community college.

Employer Partnership Grant Program

Program Description/Objectives: The Employer Partnership Program helps you grow your business by allowing you to train and hire
individuals tailored to your specific business needs. This program helps defray the cost of training new employees and gives unemployed workers enhanced skills and permanent, full-time employment.

Ex-Offender Incentives

Program Description/Objectives: By hiring ex-offenders, employers may qualify for no-cost Federal Bonding, on-the-job training incentives, and the Parolee Employment Placement Program (PEPP). Federal Bonding Program

Program Description/Objectives: Sponsored by the USDOL. A free-of-charge business insurance policy that protects the employer in case of any loss of money or property due to employee dishonesty. Provides employers with an incentive to hire and helps individuals considered "risky" to overcome barriers that might keep them from getting or keeping a job.

Eligibility: Ex-offenders with a record of arrest, conviction or imprisonment; rehabilitated ex-addicts; those with poor credit or in bankruptcy; dishonorable discharges from the military; persons lacking a work history who are from families with low income.

H2B Program

Program Description/Objectives: The foreign labor certification program permits US employers to hire foreign workers on a temporary or permanent basis to fill jobs essential to the US economy, including agricultural (H-2A) and non-agricultural (H-2B). Certification may be obtained in cases where it can be demonstrated that there are insufficient qualified US workers available and willing to perform the work at wages that meet or exceed the prevailing wage paid for that occupation in the area of intended employment. Foreign labor certification programs are designed to assure that the admission of foreign workers into the United States on a permanent or temporary basis will not adversely affect the job opportunities, wages and working conditions of US workers.  

Eligibility: Must be U.S. Citizen or legally authorized to work in the U.S.

Helmets2HardHats (H2H)

Program Description/Objectives: This program is designed to help transitioning military personnel, National Guardsman and Reservists find careers in the building and construction industry.

Eligibility: Women and minority active duty personnel who will be transitioning to civilian employment in the near future, military veterans, National Guardsmen, and Reservists.

New Jersey Youth Corps

Program Description/Objectives: A full-time program combining academic instruction with community service, life skills, personal and career counseling, and transition service to out-of-school youth ages 16-25. Corps members receive a stipend while enrolled in the program. 

Eligibility: 16-25 years of age without a high school diploma.

NJBUILD (Builders Utilization Initiative for Labor Diversity)

Program Description/Objectives: The goal of the program is to provide outreach and training services in the construction trades industry for female ex-offenders, women and minorities and place program graduates into registered apprenticeship programs or quality construction jobs.

Opportunity Partnership Grant

Program Description/Objectives: The Opportunity Partnership program helps displaced workers secure employment by providing training in specific occupational or credential areas. Employers have identified these skills or credentials as required before jobseekers are considered eligible for positions within their company.

Eligibility: Post-Secondary and approved training providers working in conjunction with employers.

Skills Partnership Grant

Program Description/Objectives: Skills Partnership training funds reimburse New Jersey employers up to 50 percent of the cost of training. Funds are used to train new or existing employees to meet the skill requirements for available high-skill, high-wage jobs in New Jersey.

Smart STEPS

Program Description/Objectives: Smart STEPS provides alternative financial assistance to eligible Work First NJ TANF recipients who have been approved to pursue a college level program leading to an AAA/AAS or BA/BS degree.  Smart STEPS participants receive the same TANF grant dollar amount that they were getting through the Work First NJ program and all the normally available support services provided through Work First NJ, as long as they are enrolled in an approved education activity.

Eligibility: Recipients of Work First NJ TANF benefits who have an approved education activity.

Supplemental Nutrition Assistance Program (SNAP)

Program Description/Objectives: Provides employment referral, academic remediation, vocational training, and supportive services to food stamp recipients required to participate in employment and training services provided through a One-Stop Career Center, to help recipients become employed and self-sufficient.

Eligibility: Economic/income criteria based upon family size as determined by couty welfare agencies.

Trade Adjustment Assistance (TAA)

Program Description/Objectives: Provides reemployment services to workers whose jobs have been adversely affected by foreign trade. Program benefits include:
 - classroom or on-the-job training
 - job search allowances
 - relocation allowances
 - weekly income support while in full-time training
 - wage subsidy program (RTAA)

Eligibility: Worker was laid off from a company certified by USDOL as adversely impacted by foreign trade. The worker must apply for individual eligibility within two years of that certification.

Workforce 55+ (WF55+) Senior Community Service Employment Program (SCSEP)

Program Description/Objectives: WorkForce 55+ is a federally-funded program committed to empowering economically disadvantaged seniors to achieve economic independence and control of their futures.

The aim of Workforce 55+ is to help mature workers return to the workforce through an "earn while you learn" program. The program partners with community-based, nonprofit organizations and government agencies to provide participants with training to update their skills. Program participants receive counseling, assessments, and training to obtain employment.

Eligibility: Participants Must be at least 55 years old; Have income of no more than 125% of federal poverty level.  Enrollment priority  is given to Veterans; who are over age 65; have a disability; have limited English proficiency or low literacy skills; reside in a rural area; have low employment prospects; or are homeless or at risk for homelessness.

Workforce Innovation and Opportunity Act (WIOA) Title II - Adult Education and Literacy

Program Description/Objectives: Adult education and literacy programs give you the opportunity to improve your basic skills and build your knowledge, comprehension, and confidence. This will help you become more marketable to employers and make it easier for you to find employment.

Eligibility: For individuals: 1) who have attained 16 years of age; 2) who are not enrolled or required to be enrolled in secondary school under State law; and 3) who (i) lack sufficient mastery of basic educational skills to enable the individuals to function effectively in society; (ii) do not have a secondary school diploma or its recognized equivalent, and have not achieved an equivalent, and have not achieved an equivalent level of education; or (iii) are unable to speak, read, or write the English language.

Workforce Learning Link (Literacy)

Program Description/Objectives: The Workforce Learning Link provides adult learners with instruction in reading, writing, math, communication, financial literacy, job search, and employability and life skills at One-Stop Career Centers and community-based sites throughout the state. It is designed to deliver workforce training programs and services directly to welfare registrants, dislocated workers, and other jobseekers.

Using digital television technology, streaming video, computer software, the internet, and print materials, the Workforce Learning Link offers interactive training services that allow participants to address individual employment-related issues at their own pace.

Eligibility: Basic skills deficient; 4th grade reading level,(State: HS diploma or equivalent, computer basic, 4th grade level) (Federal: No HS or equivalent) - ABE/ESL @ 4th grade level.

Youth Transitions to Work (YTTW)

Program Description/Objectives: The purpose of the YTTW program is to facilitate effective transitions by youth to high-skill, high-wage employment in labor demand occupations with long-term career potential and opportunities.  This is accomplished through consortia programs that introduce youth to the world of apprenticeship. 

Eligibility: High school juniors and seniors - recruited by labor organizations, vocational schools and non-profit agencies.
