What is IRP?
IRP stands for the International Registration Plan, a cooperative agreement for registering vehicles that travel into two or more jurisdictions. The IRP provides for payment of licensing fees based on fleet miles operated. The unique feature of the IRP is that although license fees are paid to the base jurisdiction and distributed to various jurisdictions in which the fleet vehicles are operated, only one (1) license plate (or set of plates) and one (1) cab card is issued for each fleet vehicle.

How does an IRP work?
Under the IRP, interstate carriers must file an application with the jurisdiction in which they are based. The base jurisdiction issues registration credentials for each vehicle. Roadside enforcement uses these credentials to verify and validate registration. The apportioned plates, stickers and cab card are registration credentials you need to operate on an interstate and intrastate basis in member jurisdictions. Registration fees are calculated according to each jurisdiction’s specific registration fee schedules.

Can I obtain apportioned registration credentials at a motor vehicle agency?
No. Apportioned registrations may only be obtained at Motor Carrier Services, 120 South Stockton Street, Trenton, NJ 08666. However, some transactions can be completed using our online portal, by mailing in a completed IRP Application Form with supporting documents, or by emailing the completed IRP Application Form with supporting documents.

What is a base jurisdiction?
“Base Jurisdiction” means the Member Jurisdiction, selected in accordance with section 305, to which an applicant applies for apportioned registration under the Plan or the Member Jurisdiction that issues apportioned registration to a Registrant under the Plan. For purposes of fleet registration, the jurisdiction where the registrant has an established place of business, where an applicant without an established place of business can demonstrate residence, where mileage is accrued by the fleet and where operational records of such fleet are maintained or can be made available in accordance with the provisions of Section 305 of the IRP Plan.

What is considered as an established place of business?
"Established Place of Business" means a physical structure owned, leased or rented by the fleet registrant, designated by a street number or road location with operations during normal business hours. It must have:

  • A person or persons conducting the fleet registrant’s business as an employee; and
  • Operational records of the fleet (unless such records can be made available in accordance with the provisions of Section 1035).

What vehicles are exempt from obtaining apportioned registrations?

  • Vehicles operating under separate reciprocity agreements that the IRP has not superseded.
  • Recreational vehicles used for personal pleasure or travel by an individual or family.
  • Commercial vehicles displaying restrictive plates.
  • Trailers
  • School buses
  • Although the aforementioned vehicles are exempt from IRP registration, a base jurisdiction standard registration plate may still be required.

What documents are required to open an IRP account?

If I have IRP, do I need IFTA?
IRP plates indicate that you need an IFTA decal, but it does not have to match the state indicated on your plates.

Can apportioned license plates be personalized?
No, they cannot be personalized.


How long should IRP records be kept?
IRP records must be maintained on file for five years. For detailed information on what records are required to be retained, please see section 15.0 Mileage/Operational Records – IRP within our IRP Carrier Guide .

The New Jersey Motor Vehicle Commission has received inquiries regarding recent amendments to New Jersey law P.L.2023, c.276
The amendments, which raise the minimum liability limits for certain motor vehicles, do not apply to motor vehicles registered in a jurisdiction other than New Jersey, or whose base jurisdiction for International Registration Plan purposes is a jurisdiction other than New Jersey.

What payment methods are accepted?
We accept cash, check, money order, credit card in person and eChecking through our portal. Starter checks will not be accepted.

Can I use a DOT Number if it registered as Intrastate?
An Intrastate registered DOT number is only able to travel within the state. Due to the requirement of IRP needing to travel within two (2) or more jurisdictions, the DOT number must be registered as Interstate to be accepted for IRP.

How do I access the online portal?
As of October 7th, 2024, the Motor Carrier Services system was updated. All new and existing customers will be required to create a new user to access the system. Please see the mCarrier Guide for further information.

How do I cancel my IRP account?
You must delete all trucks from your fleets and submit IRP Application Form indicating you want to cancel your IRP account. Surrendering your plates does not remove the vehicles from your account.

Can I submit the IRP application via email?
Yes, we accept IRP applications via email. They can be submitted to mcscustomerservice@mvc.nj.gov If all required documents are not submitted on the first request you must resend all documents along with any requested additional documents.
